asked the Minister for Environment and Natural Resources:- (a) if he is aware that forest guards attached to Arabuko Sokoke Forest in Bahari Constituency are in the habit of harassing and demanding bribes from villagers on false claims of destroying the environment; (b) what steps he is taking to ensure that these inhuman incidents at Mkongani, Kararacha, Mpendakula and Matsanjeni are stopped; and, (c) in view of the seriousness of this matter, if he could take immediate action to transfer and replace all forest guards at Gede Camp.

Mr. Deputy Speaker, Sir, I wish to thank the Mover of this Motion for bringing up a very important point of discussion to this House. It is common knowledge that police are working under very difficult conditions. In most areas, police officers still reside in colonial houses. I want to give you an example in my area. The police at Mtwapa Police Station are still living in mabati houses, 45 years after Independence. The police are also inadequately remunerated. Mr. Temporary Deputy Speaker, Sir, the police are also poorly equipped. Today, we are living under a society where gangsters are more educated, equipped and trained in the use of firearms. Unless we are prepared to adequately equip our police officers, the dangers inherent in their daily lives will continue. We need to motivate the police. We can only do so if we are able to offer them better housing, better equipment and pay them not only their salaries, but also allowances that make it very difficult for them to perform their duties. Mr. Temporary Deputy Speaker, Sir, it is common knowledge that many outsiders have been allocated land in various settlement schemes in this country, especially in the Coast Province. In view of that, and the difficulties that those people are having, could the Vice- President and Minister for Home Affairs undertake to review all the settlement schemes that have got disputes with the intention of actually making new allocations for those areas?

asked the Minister for Tourism and Wildlife:- (a) whether he is aware that game meat is sold in many restaurants and butcheries around the country; (b) whether he could tell the House how many such establishments are licensed to deal in game meat; and, (c) what measures he is taking to ensure that this trade does not lead to the extinction of certain wildlife species.

Mr. Speaker, Sir, I am shocked because the answer that the Minister is giving is completely different from the one that I have here. In fact, it is contradictory. In his answer, he admits that there are restaurants that are licensed to sell game meat. In this particular answer he denies that there is any outlet in Kenya that sells game meat. I would like clarification. Which one is the correct answer?
