Other than the Government funding the students, there is the extra fee which is paid by students. In public universities, they pay about Ksh40, 000 or below. But in private universities, they pay close to Ksh100,000. So they are suffering. Hon. Speaker, as you consider the constitutionality, look at the moral issue also whether it is right for us to continue sending students to private universities at the expense of public universities which are collapsing because they are not funded. view

When it comes to the issues being raised here, if you allow any court, including just a Magistrate’s Court, we are opening a Pandora’s Box for busy bodies to just walk into any local court and get orders and you are harassed. At the end of the day, people who are not genuine can interfere with other people. I want to encourage those officers who are responsible for resettling or handling this issue to only concentrate on ensuring that such issues are resolved before any squatters are evicted or moved. Whereas grants are important, we are not able to control the donors, and the best is for county governments to be put under performance contracting where the donor only gives on the basis of performance, the way World Bank is doing. I would like to state very clearly that, this time, the Ministry in charge of land issues and the one in charge of the Interior should be very serious about resolving those issues. The Constitution is clear and he cannot pretend to be talking on behalf of the Deputy President. That is ridicule and we cannot allow it. view
