Temporary Deputy Speaker, Sir, whereas I agree with your ruling, I would have requested that the new time limit does not apply to me because I was already on the Floor. However, I appreciate the fact that all the Members must contribute. It is very important that we support this Motion and adopt it, so that we can have a minimum of 20 kilometres of tarmac in each constituency. If there are enough resources, we can have more. view

Whereas we are very happy and we are very pleased to support the Motion on devolution, we have to be very careful. Whereas we have devolved funds to the county, we have not put structures in a way that we can have very clear allocation of these funds within the counties.   • 24 Apr 2013 in National Assembly: Hon. Speaker, Sir, I wish to make my maiden Address. I congratulate the Speaker and the Deputy Speaker on their election. I also take this opportunity to thank the people of Kipkelion East for giving me the opportunity to become their first Member of Parliament. I join my colleagues in supporting this Motion on medical insurance. Some Members have supported an initial comprehensive medical scheme which was debated by the Tenth Parliament.
