Mr. Temporary Deputy Speaker, Sir, let me begin by thanking the Deputy Prime Minister and Minister for Local Government for bringing this Bill at the right time, and at the same time congratulate him for at least coming up with a comprehensive Bill; it has covered a wide range of things that many Kenyans have been expecting from him.

However, besides congratulating him, I have a few reservations about this Bill. Although the Bill is already before the House, there are some issues we feel need to be addressed. The most contentious issue, in my view, is the competence of the county governors because this will be a very powerful office. Whoever will occupy the office of the county governor will have lots of power. If those powers are not structured, a county governor might go to an extent of misusing his powers. during the referendum, we promised to retain provincial administration in our governance. Therefore, we need to maintain it in the new constitutional dispensation. There is a major concern that some people want us to scrap it. Mr. Deputy Speaker, Sir, this Question has been raised on several occasions. The Assistant Minister is taking this Question very lightly. This is a very sensitive Ministry and from the way the Assistant Minister is answering this Question, it seems he is not very serious. Could he tell this House whether there is any cover up from his Ministry to make sure that the people who killed these men will never be arrested?

Mr. Speaker, Sir, while I appreciate the answer given by the Assistant Minister, I think these are just but peanuts. It is like a child who is begging his father for food. The father has plenty of food, but he is not willing to give his child the food. It is true that there was a small reduction. However, given the high cost of living, what action is the Government taking to ensure that it responds to the high production of maize especially in the area that I come from? This is because---

Mr. Speaker, Sir, the last question that I want to ask the Assistant Minister is that since we have abundant maize in the upper zone of Rift Valley what action is the Ministry going to take to make sure that all the maize that has not been bought by the NCPB has not been bought is bought. Right now, those farmers are unable to sell their produce with the NCPB instead the maize is bought by middle men at a price of Kshs1, 800 per 90-kilogramme bag.

(b) What measures has the Minister taken against the people who incited the public and facilitated the exercise? (c) What action has the Ministry also taken against the Assistant Chief and Senior Chiefs in that area, who supervised the illegal exhumation?
