development projects in the entire nation, notably in the roads and security sectors. They have tried to face these challenges. I also thank the Coalition for Reforms and Democracy (CORD) political side because in one way or another, they have been supporting the Government. However, I challenge the leaders that, as we go for this recess, as Hon. Katoo has said, let us preach peace and harmony to our citizens. They are looking upon us and they want to hear what we have for them. Whatever we tell them, that is what they normally do. So, I appeal to all ...

5 Aug 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. Any investor, local or foreign, looks into some considerations before they decide to invest in any kind of business in any area. In Kenya, we have an enabling environment to do business. Among other factors, investors consider security at the top. The second consideration is business expansion or opportunity and the third one is the market. The fourth consideration is the workforce or the labour. In Kenya, we have all the enabling and conducive factors to do business. President Obama’s visit to our country was an eye opener ...

When we come to the side of infrastructure, we have to make sure that as investors do their business, there is good road network and air transport. Our airline, that is Kenya Airways, is regarded as the pride of Africa. However, with the recent reports, it has now become a shame of The electronic version of the Official Hansard Report is for information purposesonly. 5 Aug 2015 in National Assembly:
Africa. We need to look into it and find out the problem it is experiencing, so that we can try to rectify it. From there, we have to go down to the Coast region and the Kenya Ports Authority (KPA). There are many importers and exporters who are doing business here. We have a lot of problems and challenges at the port of Mombasa. I do remember very well in the last Parliament we visited various international ports, and we realised that many seaports have been liberalised. Governments have liberalised them to private investors, so that they can compete. However, ...

30 Jul 2015 in National Assembly:
Thank you, Hon. Deputy Speaker. I also rise to support this Motion. Being a Member of this Committee, we have been following this issue at length. Before we tabled this Motion, we had come to a conclusion that there is need for this Motion to be brought to this House. For a long time, East African countries have been treating each other with a lot of suspicion and threatening each other. If we want to have peace and to develop, we must march together as nations, so that we can outwit our enemies who are surrounding us. For example, we ...

The election they held was not as per the expectations of the majority of Burundians. So, it is very important for us as a nation to stand up and condemn it when we feel that any nation is going astray.

30 Jul 2015 in National Assembly:
I support this Motion and urge all Members to look at it politically and not only on the side of defence. We cannot move on matters of defence if we are not going to move together politically. Thank you, hon. Deputy Speaker. I support.

30 Jun 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I rise to support this Bill. Many people have spoken and addressed various issues. There is one area which I feel has not been properly addressed. I would like to deal particularly with the issue about arms. Many people have said that we should arm our private security firms or guards. They have given various examples from neighbouring countries and even abroad. Does this mean that we are going to arm these private security guards? We should know that as Kenyans, we are under threat especially from these militias. By arming these private security ...

17 Jun 2015 in National Assembly:
Thank you, Hon. Temporary Deputy Speaker. I also rise to support this Motion. From the outset, I commend the Departmental Committee on Lands for doing their work. However, from the Report they have tabled, it seems as if there is a lot to be unearthed. Although they have been given that mandate by this House, there were some stones they were unable to turn. I do not know which formula or law, will be applied so that those stones can be turned. It is very embarrassing to hear that they never came up with the culprit or the beneficiary of ...

70s up to 2014, that land was properly owned by one group but towards the end of 2014 the dispute arose. Hon. Temporary Deputy Speaker, as I wind up, I would recommend that as the Ethics and Anti-Corruption Commission (EACC) goes ahead to investigate the beneficiary, they should be empowered to ensure that this issue is not left hanging until we get the culprits.
