  • 4 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, we need to protect our people. Countries like Canada, Australia, United Kingdom (UK), Ireland, Malaysia, New Zealand and the United States have made major strides in the management of unclaimed assets. As financial systems continue to be complicated, we need a law like this one. At the moment, there is no law that protects unclaimed money. Madam Temporary Deputy Speaker, just to give you an example, the State of Florida alone has received since its inception of its scheme in 1961, US$3.7 billion in unclaimed money. Even after 20 or 30 years, people have come to ... view
  • 4 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, we do not have such laws in Kenya. For example, with regard to insurance company, we need to educate Kenyans on this. If you buy a 15 years life insurance policy and eight years down the road, you cannot afford to pay more just because you do not have a job. Very few Kenyans know how they can get that money back. We need laws to protect such monies, so that they know their money is available. view
  • 4 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, I want to be brief because I want many Members to contribute. When the East African Community collapsed workers lost all their savings. Those savings are in this country, but they cannot access it because there is no law that will make them get that money back. That Question was raised by Mr. Yakub. I am sure the Office of the Deputy Prime Minister and Ministry of Finance is aware of that. We have new technologies. I can have money in this phone, M-Pesa, and I get hit by a bus, who knows I had Kshs20,000 ... view
  • 4 Aug 2011 in National Assembly: Madam Temporary Deputy Speaker, in conclusion, the Bill is setting five parts. The first part is, of course, the title. The second part is on unclaimed asset; what qualifies to be called unclaimed assets, cheques and drafts. Part three is dealing with unclaimed assets, duties of holders and certain powers of the authority. Four, deals with the Unclaimed Asset Authority. What is its responsibility and powers? Five, unclaimed financial asset trust fund, who will decide what projects the money will go into in this country? Will it go to roads or education? Those are some of the things that these ... view

  • 27 Jul 2011 in National Assembly: to ask the Minister of State for Provincial Administration and Internal Security:- (a) Is the Minister aware that armed bandits raided manyatta s at Pejelo in Laisamis and drove away over 2,800 goats to a neighbouring district on 13th June, 2011? (b) What steps has the Government taken to ensure that the stolen livestock is recovered? view
  • 14 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Minister for realizing there was a mistake and he corrected it. I am sure some officials in that Ministry were the ones who made that mistake. What action is he taking on these officials who obviously knew that they were doing this for their own benefit? Could he clarify to this House that we are getting value for our money on this project? view
  • 14 Jun 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. About three months ago, I asked a Ministerial Statement from the Ministry of Water and Irrigation on the Gilby Three Dam in Ethiopia that blocks River Omo from coming to Lake Turkana. The issue was that the Minister was not feeling well. I want you to give us direction and ask the Minister to give this issue serious consideration because time is running out for this Gilby Three Dam. I would like to know when this Statement will be issued. view
  • 14 Jun 2011 in National Assembly: Mr. Deputy Speaker, Sir, I thank the Minister for that, but this has been always the excuse of this Ministry that they will get together with the Ministry of Energy. Time is running out. This issue is very close to the hearts of many people who live along the borders. Could they give us, in the next one week, a comprehensive report of where they have reached so far in their negotiations with the Ethiopian Government? view
  • 14 Jun 2011 in National Assembly: That is okay, Mr. Deputy Speaker, Sir. Thank you. view
