Thank you, Hon. Deputy Speaker. I rise to support this amendment. The Judiciary is a key institution and the public expects it to be independent. The independence of the Judiciary will give hope to this country. This Board should be given extension to conclude its work and come up with a better report on every magistrate and judge in this country, so that we have faith in the Judiciary. This Bill is a bit late, but we are headed in the right direction. We know how important fish food is for the human brain. Therefore, a management Bill towards the same is very important. While supporting it, I would only record a reservation on introduction of seasonal harvesting of fish. I believe that we should have an alternative means because seasonal harvesting at times affects the fishermen. That entails closing a specific lake or area from harvesting and opening up another area. I believe that there is an alternative strategy we can employ to ensure fish multiplication. Hon. Those who have had an opportunity to take fried Omena during lunch time would disagree. That is part of the best fish. So, we would support this Bill and even go further to recommend establishment of cooling plants along the areas where we have the fish industry, especially along Lake Victoria and the Indian Ocean. We have serious fishing activities taking place there, and the Government needs to install cooling plants and facilitate direct movement of the same from the counties to overseas, instead of passing through a lot of processes such that, by the time our fish reach the ...

I recall that we had discussed and debated this issue in the last Parliament. It was approved and we were expecting the teachers to be paid.
