  • 18 Apr 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Chairman. What I wanted to say is that we should drop this requirement. Since we have agreed that the other directors will have a basic degree, I am wondering why this specific person should have a Master’s degree. We know most people doing very well in these organisations have only a basic degree. So we should drop the Master’s aspect so that we do not create a position for someone. That is what I suspect. Thank you. view
  • 27 Feb 2018 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. Thank you also our leader for giving me two minutes. I do not want to talk much but there is an issue I want to address. Most of the Members who have talked seemed to have lost confidence in our local contractors but I want to tell them that if we support our local contractors, they can also perform. They suffer because when they bid for jobs, they have to spend a lot of money, which is very expensive. There is 10 per cent performance bond. Most road agencies want you to pay using ... view
  • 22 Feb 2018 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. It is unfortunate that the professionals in this sector, Hon. (Dr.) Gideon Mulyungi and I, are being given one minute to contribute. I must say that we have done a lot in the housing sector with my colleague, Hon. (Dr.) Gideon Mulyungi. I know the challenges in housing. Before I talk about them, I want to support this Policy. view
  • 22 Feb 2018 in National Assembly: The challenges normally occur in the provision of materials. The alternative technology which we get in this country is still very expensive such that we cannot sort out our problem. The other problem is labour. The cost of labour is going up. The other problem is that we are not training our young people. As a country, we have unskilled people who execute problems. Before we embark on constructing these houses, we need to train our people, so that we can bring the cost of labour down. The electronic version of the Official Hansard Report is for information purposes only. ... view
  • 6 Dec 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker, for giving me an opportunity to speak. Before I speak on the Bill, I want to pass my condolences on my behalf and that of the people of Gatanga, to the family of the late Hon. Nyenze. Many Members have talked about professionals in the building sector. I want to assure Members that Kenyans who work in the building sector are very well trained. You have seen very nice buildings. You can see we are working in a very good Chamber and I am sure it was designed by a Kenyan. If ... view
  • 6 Dec 2017 in National Assembly: Kigali, Dar-es -Salaam and South Africa, most of the buildings are designed by people who are trained here. I know buildings have collapsed, but I want to assure Kenyans that those buildings are not done by qualified or registered professionals. Acts of Parliament are very clear that if you construct a building and it collapses, you will be denied your licence. I am sure there is no Kenyan who would like to lose his licence. Most of them depend on the licences for their livelihoods. So, anytime you are doing a building, I want to urge you to use qualified ... view
  • 6 Dec 2017 in National Assembly: Can I proceed, please? Hon. Wanyonyi, can you allow me to talk, please? We have given you adequate time. I wanted to say that the Government is now coming up with many buildings. We have seen the Standard Gauge Railway (SGR). Many dams are going to be built. Many buildings are being constructed in this country. When the architect hands over the building, we are supposed to hand it over to a building surveyor, who will take care of it from completion, ensure that maintenance is done regularly and coordinate whatever is happening in that building. This is something I ... view
  • 30 Nov 2017 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker for giving me this chance. Since I am making my maiden speech, I would like to start by introducing myself to Members. Before I speak to the Bill, I would like to thank the people of Gatanga for electing me. I assure them that I will serve them well and bring all the necessary development to the constituency. The other thing I want to talk about is water. We have a lot of water which we pump from Gatanga to Nairobi, yet we do not have adequate water in Gatanga. This is ... view
