I wanted to say the building surveyor has no role during the construction of a building. In fact, the role of a building surveyor is to inspect an old building. The normal practice in the industry is to inspect Government buildings. So, if he gives a report and a building collapses, at that stage maybe you can charge him, otherwise he will have no role. Taking this fine to Kshs 1,000,000 is too punitive because he has no role, even if that building collapses.

Thank you very much. I am also opposing that amendment as the Hon. Leader of the Majority Party has said. The Engineers Registration Board is housed at Transcom by the Government. The Architect and Quantity Surveyor’s Board is also supported by the Government. In most of these boards, the registrar is normally from the Government and so we need to give them some kitty.

Thank you very much, Hon. Temporary Deputy Speaker. I also want to support the Motion brought by the Member. The idea of arresting people on Friday like it happened to our fellow Member should stop. It is continuously happened to some of us on Fridays. The other day, a colleague of mine from Murang’a County was arrested just for drinking soda. Just because he is a Member of the County Assembly he was chased around with cameras and this is something which should not be happening. I also support that this should stop.

All engineers in Kenya are registered by the Engineers Board of Kenya (EBK). We do not have a chapter for nuclear engineers. In this country, we do not have registered nuclear engineers. You can train as an engineer and even work for 20 years, but you are not registered. There are very many cases such as those in this country. You qualify from university as an engineer, but you practise and are not registered. We have to distinguish.
