The counties which are going to get into PPP programmes should implement projects which will benefit their people.   • 17 Apr 2018 in National Assembly: In this amendment Bill, the CS incharge is required to make regulations for the implementation and execution of this Bill. All this is captured in Clause 13 of the Bill, which talks about various issues including the county government. Clause 13(54A)(5) states: “5 A county government shall implement a public private partnership project if the project- (a) provides value for money; (b) is determined to be affordable; and, (c) ensures appropriate risks are transferred to the private party.” This amendment Bill is helping us to relook at how PPPs are going to be actualised at the county level. First, just like my first two colleagues have observed, the establishment of Turkana University College will go a long way in giving the Turkana region a very essential service. University education is now becoming a necessity in terms of human resource development. It will enable these people to compete effectively with the rest of Kenyans. In 2003 when NGCDF was introduced into this country, that was the first time some regions of this country saw equity in development. If you go round this country you will see the work of NGCDF. At the outset, I rise to support this Motion fully aware and knowledgeable that decentralisation is the precursor to what we currently have in this country. It goes without saying that we must decentralise issuance of IDs. I come from an area which is almost 1,000 kilometres from this city. The process of acquiring IDs is difficult and that has undermined service delivery to my constituents. People cannot register as voters because they do not have IDs.
