Madam Temporary Deputy Speaker, I said it when I was responding to this Question the first time. Mt. Kenya Forest has been under dual gazettement. Despite that gazette order by the Minister issued in July, 2000, this House enacted a law or a piece of legislation; the Forest Act, 2005 that clearly spelt out the mandate of the KFS. Madam Temporary Deputy Speaker, I do not want to disagree with what is in the letter that Mr. C. Kilonzo has read. I just want to categorically say that those rules that were supposed to define which area of the forest is going to be under the mandate for KFS and KWS were not regularized. You will realize that the former Forest Department was in a different Ministry. It kept moving from one Ministry to the other. The KWS was the same. Now, luckily enough, the two services are under the Ministry of Forestry and Wildlife.

Madam Temporary Deputy Speaker, I know my colleague had made an undertaking in this House to visit the Mt. Kenya Forest. I believe that undertaking still stands and we are going to revisit this matter.

Madam Temporary Deputy Speaker, I do not completely disagree with what has been said, but I want to state very clearly here that the law supersedes. If you look at the law that published the KWS, they have no responsibility over plantation forests. That is very clear. I want to make it very clear that we have looked at all those laws, reviewed them and seen the anomalies. Right now, my Ministry which is responsible for the two services is reviewing the laws. In 2005/2006, the construction of two classrooms was done in Mlimo Primary School at a cost of Kshs2 million. In 2006/2007, Kishushe Water Pan/Mukuru Dam was constructed at a cost of Kshs1.5 million. In 2007/2008, 100 desks and office chairs and tables were supplied to Kishushe Primary School at a cost of Kshs500,000. During the current financial year, exposure tours were done for community representatives from around Isiolo and Samburu Wildlife conservancies at a cost of about Kshs2,066,000 to various areas where we have established conservancies. Mr. Speaker, Sir, you realize that, sometimes, the amount of funds that this House approves to KWS to conduct its operations is so little. It does not match what they normally request. But I guess that is a project that we can be able to consider as funds are available. But for this particular financial year, we have already helped projects that had been initiated by communities on the ground. We are implementing them. Mr. Speaker, Sir, I think that is something we can look into. I would also want to urge the hon. Member, when the policy and Bill comes here, let us legislate better so that we can look at that issue and make sure that it is reflected within the policy that this House is going to approve.

Mr. Speaker, Sir, we implement community social responsibility projects to reach out and assist the communities to co-exist with wildlife in quite a number of areas. I believe - although I may not be having the information here now – that in areas surrounding Nakuru National Park, there are certain projects that have been earmarked for the community to benefit.
