  • 29 Feb 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I have been a keen follower of the IEBC consultations with communities around the 47 counties and one of the key things that came up, not only in Turkana but in about 17 to 20 counties, which represents more than 40 per cent, are problems with county boundaries. I am surprised that even in the Report of the IEBC, including from our own House Committee, that has been ignored. In line with what hon. Khalwale has said with regard to Article 188, I made a memorandum to the Justice and Legal Affairs ... view
  • 23 Feb 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, during my presentation when this Bill was on the Second Reading, I pointed out that matter which the Committee has brought up. It was basically because the Committee can only withdraw it if the functions of the County Assembly are not going to be handled by this Transitional Authority. However, if it is going to be handling such issues, then we will have to take care of those functions of the Legislature even if it is not going to be the Clerk of the Senate but at least a representative appointed by the Senate so ... view
  • 22 Feb 2012 in National Assembly: Thank you, Mr. Speaker, Sir. Indeed, it is also saddening for myself and on behalf of myself, the people of Turkana South and Turkana County, my colleagues and staff from the Ministry of Forestry and Wildlife that I stand in front here to also give my condolences to a colleague whom we have been working with so well. I knew the late Michuki has been a key conservationist and the Ministry he was heading was working very closely with my Ministry to reclaim forest lands to achieve what we already have in the Constitution – the 10 per cent forest ... view
  • 22 Feb 2012 in National Assembly: to the family, to the people of Kangema Constituency and Murang’a County that have missed a leader. It is upon us, who are alive to look at the virtues that he has lived with when he was alive and carry them forward. view

  • 21 Feb 2012 in National Assembly: Thank you Mr. Temporary Deputy Speaker, Sir, for having been given this chance to second this Bill. Indeed, as articulated by the Minister, this is a clearly thought out Bill. As he has just said, this Bill is late in coming. It should even have come last year, many months before the constitutional deadline comes to an end so that the preparatory work for county governments can be put in place. While I agree with most of the information contained in the Bill, there are however, certain aspects of this Bill that can be improved on by this House so ... view
  • 21 Feb 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the other issue is about the reporting lines and the role of the legislature. Devolution is not a matter that can be left only to the Executive. If you leave it to the Executive alone, they are going to mess it up. Parliament has to play a role. Indeed, Members, plus the Chairman of this Authority have to go through vetting of this House. If there have to be acceptability of the work they will do, then those members have to be vetted by this House. view
  • 21 Feb 2012 in National Assembly: What is the point of saying in Clause 12(3) a petition to remove a member can only come through Parliament, yet Parliament has not been given the authority to vet and approve the members of this Authority. This is something the Minister should look into so that this is corrected so that Parliament is given its powers to be able to vet and approve these nominees, so that accountability is to this House. Also, in terms of reporting lines, I see a deficiency, Clause 8 on the powers of the Authority. I have not seen anywhere in this Bill that ... view
  • 21 Feb 2012 in National Assembly: Yes, Mr. Temporary Deputy Speaker, Sir, I have looked at it. view
  • 21 Feb 2012 in National Assembly: Let this Authority report to Parliament so that Parliament through its established House Committees are able to check on this Authority and make sure that no particular individual have the larger control. view
