  • 12 Oct 2021 in National Assembly: Thank you, Hon. Speaker, for giving me this time. I want to be very brief. In the past two seasons, there has not been any rain and, therefore, crops have failed in the lower Eastern counties. There is a lot of drought and famine in Masinga, as it is one of the constituencies in the lower Eastern. Therefore, we need an intervention by the Government so that our people can be fed. Students are missing school because there is no food to eat at home. The Government needs to take measures. It is amazing that even when it rains, the ... view
  • 28 Sep 2021 in National Assembly: Hon. Speaker, I rise to ask the Cabinet Secretary for Tourism and Wildlife the following Question: (i) What action is the Ministry taking to permanently address the constant human-wildlife conflict in Kyangosi, Masaku-Ite DC area to Nunguni region near Kamburu Dam in Masinga Constituency, where wild animals have been crossing over from Mwea Game Reserve into private farms causing harm to people, destroying crops and causing massive losses to the small-scale farmers along Tana River? (ii) Could the Cabinet Secretary provide a detailed list of the number of reported cases in the area for the last 10 years, including deaths ... view
  • 23 Jun 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for this opportunity to hear my views on this second supplementary budget. As the earlier speakers have spoken, it is very late to have this supplementary budget because it is supposed to align the money that has not been spent so that it can be paid to people who have pending bills. What is surprising is that so many state departments have negative book balances according to this Report. I am concerned because I have been speaking to many contractors especially those in the State Department of Fisheries, Aquaculture and Blue Economy, who have ... view
  • 23 Jun 2021 in National Assembly: This means that we are increasing the pending bills as days go by. All the contracts and the ongoing projects will be turned into pending bills because we start on a good note and end in a bad way. If you do not pay the people who are doing the job, then they will not finish what they started because their finances are limited. They may have borrowed from banks, which will be on their necks, and they will not be able to pay their workers. Some may have taken mortgages to build go downs and get stocks of heavy ... view
  • 23 Jun 2021 in National Assembly: We need to have a system to look into what we can start, finish and pay for, rather than starting many projects and we are unable to finish them and the contractors are not paid. The Government needs to listen and be careful with what is on the table because we are not going in the right direction. When the CS was here presenting the budget, he said that all pending bills should be paid by 30th of this month. It is a few days to 30th June, yet money has not been sent to the departments. He pronounced that ... view
  • 23 Jun 2021 in National Assembly: We need to start what we can manage, finish and pay, so that we do not destabilise other people’s lives. If auctioneers knock at your door when you have borrowed and you are unable to pay, you will have no excuse, but to be auctioned and you will have nothing to claim. The Government will look at you and even if you cry, they will not listen because there are systems on how you should be paid. As I finish, I would like to say that we need to relook into pending bills and be very serious on how to ... view
