I wish to state the following: Mr. Speaker, Sir, in January 2011, the Government of the Democratic Republic of Congo (DRC) allegedly discovered a loss of 2.5 tonnes of gold minerals worth about Kshs8 billion, which was destined for the United Arab Emirates (UAE), Dubai market. The DRC Government officials suspected that the culprits were rebel groups from the Eastern and Northern Kivu region of the DRC and the proceeds may have been used to destabilize the country. 3 May 2011 in National Assembly:
Mr. Speaker, Sir, I do not want to give some information on that matter because it is sensitive. We are having very good leads; we have dusted the fingerprints of those who took Kiptarusâ car and sooner or later, we will arrest those behind the heinous acts. The rest are being guarded by the police while investigation goes on. Sooner, we will definitely know who killed Kiptarus. However, let the matter rest there because it is sensitive.

28 Apr 2011 in National Assembly:
Mr. Speaker, Sir, the work of KPRs is to supplement the work of the regular police who are also within his division and district. Within the district, we have the Officer Commanding Police Division (OCPD) together with his team. Again, within the divisions up to the location level, we have the Administration Police officers (APs). I am also supplementing the services of the KPRs. Of course, we got about 15 officers and we are still continuing with the vetting of the other 15 officers. That means I am going to appoint another 15 KPRs to supplement the work that is ...

28 Apr 2011 in National Assembly:
Mr. Speaker, Sir, in the whole country, leave alone his constituency, divisions are manned by APs all the way up to the locational level. That is the truth of the matter. What I am doing now, because of the distance between one location to the other and one division to the other, I am coming up with KPRs. Of course, I have given him 15 KPRs who are right now on the ground. I am still going to give another 15 KPRs to supplement the work done by the regular police and APs. So, I have given him time together ...
