Mr. Speaker, Sir, the four were murdered by gangsters. The Assistant Minister for Education is here and he can handle that bit because education does not fall under my docket. The hon. Member has asked what we will do with the families of those who were killed and have school-going children.

Mr. Speaker, Sir, I mentioned earlier on that the gangsters were shooting randomly and when they stopped the driver, he surrendered by raising his hands. In the process, he thought that if he removed his identity card, then he will be spared. When he was trying to remove it, according to the brief that I got, the gangsters thought that he was removing a gun and they eventually shot him.

Mr. Speaker, Sir, I have said here that the police officers were looking for these gangsters. Actually, they were chasing them from Kisumu Town to Rabuor. They did not use their guns because they did not see where the gangsters were. In the process, the gangsters were firing randomly in order to get the vehicle to escape.

(a) I am not aware that the security operations are hampered in Voi due to lack of mobility. However, I am aware that there is a problem of transportation for the security agencies in Voi.

(b) The District Commissioner (DC) in Voi has no serviceable vehicle. However, he is using an old Land Cruiser, GKA 330E, which used to be for the District Officer (DO). The Officer Commanding Police Station (OCS) was allocated a Toyota Land Cruiser GKA 490G on 9th September, 2003. His vehicle was involved in an accident on 7th July, 2010 while on official duties between Voi and Mwakingali area, after which it was declared unroadworthy. Currently, the OCS shares a vehicle, GKA 413H, with the Officer Commanding Police Division (OCPD), which also serves the entire area.

(c) Maungu Police Post, which is situated 800 metres from the main Nairobi- Mombasa Highway on a five-acre piece of land, was closed due to lack of sufficient habitable housing units and office accommodation. The construction of the houses and offices requires an estimated Kshs3,378,067.35. The part development plan was completed on 27th October, 2010 by the Director of Physical Planning, and a proposal for the construction of the post was presented to the local Constituency Development Fund (CDF). Mr. Temporary Deputy Speaker, Sir, I said that the DC and OCS will be allocated vehicles once the Ministry acquires them. Last week, I did mention in this House that there is an arrangement between Treasury and companies under which we are trying to lease some 3,500 vehicles for the Government. Once the agreement is signed, I will be able to sort out some of these problems.
