  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I mentioned in my earlier reply that we have lost Kshs16 million as a result of the demolition of that particular block. You are aware that even within our CDF projects, we are having problems with the Ministry of Public Works. So this is nothing new to us. It is known that the Ministry of Public Works is not serious in doing their work. This House has to decide on what to do in order for us to have value for our money. On this particular one, I must give a demand note that Kshs16 million ... view
  • 1 Sep 2010 in National Assembly: That is a good question. Our client was the Ministry of Public Works. If the Ministry erred, they have to surcharge the engineers who misled them. As the Ministry of State for Provincial Administration and Internal Security, we are demanding money from the Ministry of Public Works. Let the Ministry demand and surcharge the officers who misled them. view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, I also want to support the Motion of Adjournment. I thank all hon. Members, my colleagues, for preaching unity and peace during the Referendum. You will agree with me that during the campaigns for the Constitution, there are those who should have been given medals. You are aware that both the print and electronic media did a wonderful job. I would like to mention one particular individual in the name of Macharia, the Royal Media Group Chairman. Employees of his company went all over the eight provinces and held road shows in order to give civic ... view

  • 1 Sep 2010 in National Assembly: Royal Media Services went through all the eight provinces to give civic education and to campaign for the Constitution. That was good. view
  • 1 Sep 2010 in National Assembly: In fact, he deserves a medal! I saw Mr. Macharia together with my friend Ms. Karua in Mombasa. view
  • 1 Sep 2010 in National Assembly: Mr. Deputy Speaker, Sir, they were campaigning for the Constitution. I would suggest that Ms. Karua should also be given a medal alongside the others. Let me also appeal to my colleagues that during the recess period, they should preach peace when they are in their constituencies, in order for us to fast-track what has already been passed. The other bit is on the CDF money. I would request the Treasury to disburse the funds immediately so that we can use those funds while we are on recess. Otherwise, I am very grateful to my constituents for having voted for ... view
  • 26 Aug 2010 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. I was ready with the answer to the second Question by Private Notice. Ordinarily, if the Questioner is not there, the Chair will just drop it because it looks like that Questioner is not serious with his Question. view
  • 26 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, on the Question by hon. Kiuna, there was a Ministerial Statement first, which came in last week, and it was dealt with very well. It was accepted by the House and the person who had sought it. Subsequently, he converted the same Statement into a Question. So, the Questioner should have been here to ask the Question. view
  • 26 Aug 2010 in National Assembly: Mr. Deputy Speaker, Sir, I gave a Ministerial Statement on this issue last week. The person who had sought that Ministerial Statement subsequently converted the Ministerial Statement into a Question, which came up as a Question by Private Notice this morning. I was ready to answer the Question if hon. Imanyara, who is my friend, had asked for the indulgence of the Chair. I would have answered the Question. In fact, it is at the discretion of the Chair. view
