Mr. Temporary Deputy Speaker, Sir, what are some of the challenges to these initiatives? There is violation of traditional drought mitigation methods leading to disagreements by tribes and clans other than the owners which leads to disagreement. Another challenge is unclear resource ownership systems. Therefore, nobody feels obliged to participate in the sustainable management of resources. There is also the lack of compliance to regulations by the pastoral communities.

Mr. Temporary Deputy Speaker, Sir, so, what is the way forward? As a Government and stakeholders, we should influence the mindset of pastoralists through education to stamp out moran culture. We had started this very well when we called a meeting in Naivasha. We made quite a number of resolutions there and which we need to implement.

Mr. Temporary Deputy Speaker, Sir, we also need to provide for alternative means of livelihood and improve infrastructure in the pastoral areas. We will need to encourage communities to come up with resource grazing committees. This has already been implemented. All the pastoral areas now have grazing committees. We also want to strengthen traditional peace building mechanisms, which is ongoing. We would like to enhance ranch management in all ASAL areas so as to create ownership and, therefore, a sense of responsibility. We need to restore holding grounds and improve the grade.

Mr. Temporary Deputy Speaker, Sir, in conclusion, cattle rustling is a multifaced phenomenon and, therefore, needs multisectoral efforts in an integrated way to be stamped out. However, the Judicial Commission of Inquiry into the Goldenberg Affair was appointed and gazetted on 24th February, 2003 under Gazette Notice No.1278. It presented its report on 3rd February, 2006. The total expenditure which was incurred on the Goldenberg affair alone was Kshs511,569,409.90. The Commission of Inquiry into Illegal/Irregular Allocation of Public Lands was also appointed and gazetted on 4th July, 2003, under Gazette Notice No.4559. Mr. Speaker, Sir, on 3rd December, 2008, Hon. Ekwe Ethuro, Member of Parliament for Turkana Central, rose on a point of order to seek a Ministerial Statement on bandit attacks that occurred on Friday, 28th November, 2008 and Monday, 1st December, 2008, in three villages within his constituency.

On 1st December, 2008, about 300 Pokot tribesmen raided Loringipi Village and killed eight people and seriously injured two others. The persons killed were innocent women, children and the old. Those who were killed are as follows: Josphine Namet Ekadek, a Turkana female adult aged about 35 years; Newate Ngatir, a female minor aged eight years; Aribo Lokeris, a female minor aged six years; Atangi Lorot, a female adult; Awoya Lokwanok, a female minor; Lorot Adone, a female minor; Lonyankwan Akou, a female minor, and John Ayenae, a male minor.

The following persons were also injured during the attacks: Ekaya Chuka, a blind adult woman aged 75 years, and John Ewoi, an adult man aged 75 years. They were all admitted to Lodwar District Hospital.
