Mr. Deputy Speaker, Sir, I would have issued a Ministerial Statement straightaway, but I was out of the country. This is a grave matter because it involves loss of lives. We wanted to flush November 4, 2008 PARLIAMENTARY DEBATES 3235 out the bandits within that area and bring law and order within it. I would seek the indulgence of the Chair, so that I can issue an elaborate Ministerial Statement on Thursday .

Madam Temporary Deputy Speaker, I have heard your ruling that you are blaming the Government side. I do not think that the Chair is right by blaming the Government because of the following reasons: First, if you look at the schedule for the week, you will find that the Questions which came today are not in this week's schedule. Madam Temporary Deputy Speaker, I undertake to inform the Minister to come on Tuesday and issue the Ministerial Statement. Madam Temporary Deputy Speaker, I indicated to Parliament that the Minister is hosting the Inter-Governmental Authority on Development (IGAD) meeting here. So, he is not able to have the time to come and issue the Ministerial Statement.

Mr. Deputy Speaker, Sir, the authority to detonate fireworks is granted by the Commissioner of Mines who then informs both the Civil Aviation Authority (CAA) and Department of Police as required.
