Mr. Speaker, Sir, it is totally wrong for this Assistant Minister to keep on giving us contradictory statements. I will give an example of Rodi Kopany-Karungu Bay Road, C18. This same Assistant Minister said that the road had already been redesigned and the Ministry had allocated Kshs50 million for its re-carpeting. Mr. Speaker, Sir, today, as I speak to you, the road is in a bad shape and, in fact, it is impassable. Would I be in order to request that we get the substantive Minister to answer some of these questions? The road that hon. Kamotho is talking about ...

Mr. Deputy Speaker, Sir, we passed an amendment Bill which was brought by one David Musila. Why can the Assistant Minister not implement that Act, which was passed in this House because in my constituency, I have 25 pensioners who have not been paid their dues? What is the problem with the Ministry?

I heard the reply from the Minister for Finance, when he said that we have a deficit. However, I want to ask him through the Chair; the Kenya Government zero-rated Excise Duty on big engine vehicles that have a capacity of over 2000 cc; what was the purpose? The Government is trying to assist multinationals to make money. When the Government zero-rated LPG products, what was the use of that? Why did the Government not zero-rate paraffin instead? The ...

to ask the Minister for Health:- (a) What has caused the delay in the disbursement of Kshs7.2 billion by the Global Fund for HIV/AIDS, Malaria and Tuberculosis? (b) Could the Minister table the names of Non-Governmental Organisations (NGOs) that have mismanaged funds meant to fight the aforementioned diseases? (c) What action is she taking to ensure that the misappropriated funds are paid back?
