  • 23 Feb 2012 in National Assembly: I have also instructed the Police Commissioner to go ahead and arrest the municipal council askaris and charge them in the court of law. That is what it is as at now. So, the rest can be done at any time with those council askaris. view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, as far as I am concerned, municipal askaris do not fall under my docket but if any reinforcement officer arrests anybody for contravening any by-law, the only thing they need to do is to ask the regular police, the administration police or any other disciplined force to do the arrest. This has been a trend in majority of the councils and I want to say that they are not allowed to arrest anybody. They are also not allowed to beat anybody who has been arrested. That is why I am going to arrest these council askaris ... view
  • 23 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, this is a very sensitive issue because it involves death. So, due process must also be allowed. We need to know who those askaris are. Now that we have identified them, I have instructed the Police Commissioner to do the arrest. I want to assure the Questioner that those askaris are going to be arrested before Monday. I know, now that you have brought the Question here, they are going to hide or go underground but the Government will make sure that they are arrested and taken to court. view
  • 23 Feb 2012 in National Assembly: That is a good question. Any arrests done outside by anybody else other than the police must be booked when they are taken to the police station and that is why we have an OB number. He was not taken into the cells. When he complained, the police took him to Level Five Hospital but we must book all those who are arrested. view
  • 22 Feb 2012 in National Assembly: Mr. Deputy Speaker, Sir, let me also join my colleagues in sending my condolences to the family of hon. John Michuki. On behalf of my constituents and on behalf of the entire Ministry of State for Provincial Administration and Internal Security staff, I would like to say that we have lost an honest person. We had a courageous and respected person. Hon. Michuki was a man who said “no” for a “no”. He was not a sycophant of anybody. This was the man. We will never see hon. Michuki again. He would tell the truth and nothing but the truth. ... view
  • 21 Feb 2012 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) On 23rd November, 2011 at about 12.30 a.m. Mr. Clement Atiang’ Opiyo while in his house heard people talking outside. Since his 18 year old son, Moses Odiwour was unwell and was sleeping in a different house within the homestead, the deceased and his wife decided to go out and find out what was happening. However, on opening the door, he was confronted by a gang of two who attacked him with crude weapons inflicting deep wounds on the left side of the forehead and abdomen killing him on the spot. The ... view
  • 21 Feb 2012 in National Assembly: Pap Onditi Police Case File No. Criminal 604/243/2011 was opened and to date no suspect has been arrested. However, police are following crucial leads which are likely to result in arrest and prosecution of the culprits. In this respect, I appeal to the residents of the area to volunteer any information that may lead to the arrest of the suspects. Mobile and foot patrols have been enhanced in the affected area and its environs and community policing initiatives have been revitalized to boost security. view
  • 21 Feb 2012 in National Assembly: Mr. Speaker, Sir, this is a murder case. We want the detectives to zero in on those who actually performed the act. I agree that it is taking some time, but I want him to be patient so that we get the real person who murdered this innocent Kenyan. We will not leave anybody. I have crucial leads some of which I can share with the hon. Member after the House breaks. In a week’s time or two weeks definitely we will get somebody who was behind this heinous act. view
  • 21 Feb 2012 in National Assembly: Mr. Speaker, Sir, I want to assure the hon. Member that security of this particular chief is guaranteed. She has the Administration Police within her domain. There is no cause for alarm. She need not panic. We are with the Chief. view
