That means he will be charged under Orderly Room proceedings first. That is what will determine whether he will continue to be a police officer, or he will be dismissed. Later on, he can be charged in a court of law. If you are found with a toy gun and handcuffs or ammunition, and you are off-duty, you have to show why you were having such items.
