  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, the contractor is competent, because the engineers who are supervising the works are competent. The drainage works are being done now. The drainage work could not be done before the carriageway was complete. Even now, I passed through that road. As far as drainage is concerned, there is only one small section where I found some flooding. So, the issue of the drainage system has been addressed. Whatever problem there is, will be identified now that there is a lot of rain. view

Whatever comes out is determined through supervision by the engineer. The contractor is told what the right mixture of the concrete is, and where the alignment of the road is. He has been told everything. If there is a mistake, it is up to the resident engineer to tell the contractor to re-do the work.   • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir the experience we have is that construction of concrete roads in Kenya is very expensive. When we finally complete the project, and it is handed over, we will do the final cost analysis and we will be able to determine the durability of concrete roads vis-a-vis bitumen roads, and decide whether, really, in future, we might want to embark on concrete road projects on any section of our roads.   • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, there was the initial agreement that the cement manufacturers would provide all the cement and they did that. The cost of the cement for that project - about 7.14 per cent - amounted to about Kshs31 million. They have provided all the cement required. So, on every certificate that was paid to the contractor, they would deduct the cost of the cement. So, at the end of the day, there would be a saving of Kshs31 million. That is not really a saving.   • 12 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The survey and preliminary designs of Isiolo-Modogashe Road were completed in August, 2006. The final design is being awaited from the consultant and he will be ready at the end of April this year. (b) There are plans to upgrade the road to bitumen standards. My Ministry is currently soliciting for donor support to finance the construction of this road. view

But since the design is being completed at the end of this month, after that we will be able to do the necessary. For example, on the Garissa-Modogashe-Wajir Road, we are already, as a Government, starting works on the first 20 kilometres, while awaiting the confirmation of donors like Bank for Economic Development in Africa (BADEA). That project is starting next month. But until we have a confirmation, we cannot say that So-and-so has agreed to fund the project, because we will be misleading the House. When we get a commitment from the donor that money will be available, we will say when those works will start. However, we are taking the construction of roads in North Eastern Province very seriously. I gave an example of the Garissa-Modogashe Road where BADEA and Saudi Fund are prepared to fund its construction. However, before they avail the money, we cannot say anything.
