  • 4 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, one of the criteria that we look at is definitely not whether an hon. Member or a Minister comes from there. We look at the road. I would expect the hon. Member to complain if the construction of the other section of the road was abandoned. I am assuring him that it is going to be done during the next financial year. view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, I beg to reply. (a) The design and tender documentation for Rongo-Homa Bay Road was undertaken and completed in-house by my Ministry. The rehabilitation of that road is scheduled to be undertaken in the 2007/2008 Financial Year. (b) My Ministry had a provision of Kshs5,651,296 for routine maintenance of that road this financial year, and a total of Kshs4,241,265 has been incurred to date. The whole project is, however, expected to cost approximately Kshs2 billion. That amount has already been factored in the Medium-Term Expenditure Framework (MTEF). view

Member is asking, there are some additional works that will be accomplished. There will be the Rongo Township roads which will be done. Then, there is the three-kilometre road leading to Kabunde Airstrip. There is also approximately one-kilometre road linking Rongo-Homa Bay Road to Rodi Kopany-Karungu Road 382 PARLIAMENTARY DEBATES April 4, 2007 within Rodi Kopany Market Centre. But the actual figure will come out when the tender documents will be issued. view
  • 4 Apr 2007 in National Assembly: Mr. Speaker, Sir, there is a limit we can use on the maintenance of the road which is due for total rehabilitation. We might not want to spend more money when the Ministry is about to go to tender and award this road for complete rehabilitation. The money we might spend might go to waste. view

In fact, depending on the ceiling we get from the Treasury, we want to even do the Karungu-Kopany Road because the design for that road is also complete. We will be able to do that section of that road during the next financial year. view

There is some more information I would like to get from the Ministry of Transport and also from the Automobile Association (AA) that is necessary to answer this Question. I noticed that this Question had been asked during the previous Session and it has now come up again. We need to get more information this time. view

  • 29 Mar 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir. I rise to support the President's Speech. The exposition by the President was very clear and to the point. When you listen to some hon. Members contributing to this Motion, you might think that we are contributing to two separate speeches. On the one hand, Members of Parliament are very happy with what the President said in this House. But on the other hand, there are some hon. Members who do not see anything good in the President's Speech. view
