  • 30 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, the contract sum of this road is Kshs95,575,000. I said that the contractor has already been paid Kshs30 million for the certificates that he has forwarded. He can only argue that there is no money if the contractor had forwarded certificates and we have failed to pay. So, I can assure the hon. Member that the money is there and as soon as the contractor presents his certificates for work done, he will continue to be paid. view
  • 30 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I said the revised programme has not been approved because we asked the contractor to give us a revised programme to indicate that he could finish the work within the stipulated period of 18 months. That is the completion period as per the original programme and since he has not been able to satisfy us with the programme, we have not been able to approve the revised programme of work until he gives us a satisfactory programme that shows that the work is going to be done as quickly as possible, within 18 months. view

Member is not present, to request a colleague to ask the Question on his or her behalf because I am ready. Some Questions continue to be deferred because an hon. Member is not around. On what Mr. Omingo is saying, it is not that they defeated the Government side or we are not supporting the Motion. The argument on the Government side should not be misconstrued to be what Mr. Omingo is saying. It was not a defeat. We are saying that time was not allowed for the Government side to respond and make some amendments it intended to make to the Motion. We were not opposing the Motion. No! What Mr. Omingo is saying is wrong and should not be on record. view
  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I beg to reply. (a) The tarmacking of Rumuruti-Maralal Road will begin after the design of the road is complete. Invitation for tenders for the design review of the road was advertised in the local Press on 18th, November, 2005. However, there were no submissions from consultants by the time of tender opening on 18th, January, 2006, and it would be re-tendered this financial year. (b) The tarmacking of the 229-kilometre road from Maralal to Loiyangalani at Lake Turkana would be considered after the completion of the Rumuruti-Maralal Road. view
  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, the hon. Member seems to know a lot more about this road than I do. He should note that he is talking about 1994. However, the design was done in 1991. What happened and why was the road not constructed? He was in the Government and at one time at the Treasury. He should be better placed to know why money was not provided by him to build this road when he was in the Government. However--- view
  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, I said we advertised tenders, and that there were no consultants who tendered to do the design review. The design that was done in 1991 is already outdated and we cannot go to tender using that design. That is what we are doing. The provision for doing the redesigning and review is there. view
  • 28 Nov 2006 in National Assembly: Mr. Deputy Speaker, Sir, this is something that the former Minister knows. He knows why it was not done because I had discussed it with him. So, he knows why up to now the design review has not been done. I cannot say why consultants never tendered because we advertised in the Press and there were no responses. When we re-advertise, we will see whether we will get responses. view
