Mr. Deputy Speaker, Sir, the two hon. Members come from Ukambani area. The question I asked is: Why are they complaining just because 17.1 kilometres are not tarmacked? I also asked to be told, categorically, whether the roads that we are tarmacking, or rehabilitating, at a cost of about Kshs1.1 billion do not deserve to be worked on. Is the only section that should be considered the 17.1 kilometres of road? If they can answer that question categorically, then I will go and look into the issue they are raising.

Mr. Deputy Speaker, Sir, the 17.1-kilometre road section from Kamuthanga to Kangundo is a gravel road, although it is in a poor condition. That is why I said we have set aside Kshs830,000 to do grading and spot-patching of the road, so that it is motorable for the time being. On a point of order, Mr. Deputy Speaker, Sir. The word used was that the President was "politicking". I do not think November 1, 206 PARLIAMENTARY DEBATES 3331 that is the same as promising. I would like you to rule on that because the word "politicking" is disrespectful.

(a) I am fully aware that the section of the road between Ntulele and Narok on the Mai Mahiu-Narok Road is full of potholes and is now a source of danger and frustration to motorists. Mr. Speaker, Sir, the fact is that the road reconstruction is going to begin. It is neither here nor there whether the Government did or did not allocate the funds. Since negotiations started, about four years ago, there was a commitment from the Governments of Germany and France that they were going to fund the reconstruction of the road. There have been delays, especially in the designing of the road. That is why it has taken long for the reconstruction work to begin. Mr. Speaker, Sir, there has not been any change. It is only that transporters have been defying traffic rules. All the way from Mombasa, even where we have weighbridges, transporters are constantly over-loading their trucks and bribing their way through the weighbridges. The design for this road will ensure that 10 tonne axle load will be taken care of. I am sure that the problem that hon. Salat has talked about will be history.

Mr. Speaker, Sir, I beg to reply. (a) My Ministry will not urgently provide a bailey bridge across the Thangatha River along the Road E800 to Meru National Park. The Ministry has a limited number of bailey parts which have all been committed for wash-outs on the country's national trunk roads. (b) My Ministry will also not provide a bailey bridge across Munyari River near Kibunga Market because all the bailey parts available have been committed similarly to the country's trunk roads. Mr. Speaker, Sir, I do not think I have an answer on what to do to help the students to sit for their exams unless the hon. Member is saying that they will not do the examinations starting on Monday. The answer was very specific about the provision of a bailey bridge and I said we do not have them at the moment. If we do not have them, there is nothing we can do about that.
