Mr. Deputy Speaker, Sir, this is the beginning of the second month of the financial year. This is the time we are preparing to do the advertisements for consultancy services and construction. So, I would request the hon. Member to wait and see that we are going to do the advertisement for construction.

Mr. Deputy Speaker, Sir, I thought my answer was quite clear that during the last financial year, we had only allocated Kshs4 million and we could not commence with advertisement for construction. This financial year, we have allocated enough money to commence construction and we are going to do exactly that.

Mr. Deputy Speaker, Sir, that will be one project. Whether it is in his constituency or the other one, it will be under one project, but not two projects. So, once we advertise and we award the contract, it will be up to the contractor to decide what will be the best mode of construction that he will undertake. We do not dictate to the contractor where he should start and where he should end. Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that two lines of Armco Culverts along the Nyarach-Oboke Rangwe Road were washed away by heavy rains on 3rd February, 2007. (b) A structure to replace the twin Armco Culverts has already been designed by the engineers in my Ministry. Construction of the new structure is programmed to start immediately funds for this financial year are released.

Mr. Deputy Speaker, Sir, I cannot tell exactly when we will commence work. However, the new design to replace that structure is ready. We already have an estimate that is going to cost Kshs5 million. So, since we have only gone through one month of this financial year, once we have the funds from the Kenya Roads Board (KRB) - because this bridge will use funds from the Fuel Levy Fund - we will be definite about when the work will start.

Mr. Deputy Speaker, Sir, we have problems with the small bridges. I would like to appeal to hon. Members from various constituencies to prevail upon the district engineers so that they can liaise with the county councils. The councillors receive money through the Local Authorities Service Delivery Action Plan (LASDAP) after identifying the bridges they want to construct. However, they do not liaise with the district engineers. Mr. Deputy Speaker, Sir, I agree with the hon. Member that most of the bridges were built a long time ago. Although they are structurally safe, you will find that in most cases, the traffic at that time was less and, therefore, the bridges are very narrow. Wherever we have construction of new roads, we replace those old structures with wider bridges. Otherwise, the structures are still okay. Mr. Deputy Speaker, Sir, I am not able, at this point in time, to say how long the construction work will take. However, I would like to assure the hon. Member that we will do our best to make sure that the money is available. That is why I have told the hon. Member that it is a "D" classified road and he should go back to the District Roads Committee (DRC) to make sure it constructs this bridge. So, I have committed that we will do it as soon as the money is available.

Mr. Deputy Speaker, Sir, I beg to reply. (a) The Government will remove Mbita Causeway that blocks Mbita Channel between Rusinga Island and the mainland during the upgrading to bitumen standard of Karungu Bay-Homa Bay-Mbita Road. (b) The Mbita Causeway will be replaced with a bridge during the design of Karungu Bay- Homa Bay-Mbita Road. Tenders for the design of the road are to be advertised in September, 2007.

Mr. Deputy Speaker, Sir, what was anticipated could be a solution in 1984 has ended up being a problem for the people of Rusinga Island. The solution now is to have a bridge constructed, because of the logistics of the cleaning of the causeway, which was built using boulders and culverts. Once the culverts are blocked, cleaning them is very hard. Thus there has been neglect and water has not been able to flow across the causeway.
