Mr. Deputy Speaker, Sir, we have already allocated some funds under the Kenya Roads Board (KRB) funding for some sections of this road to be done in the next Financial Year. The section between Kambi ya Moto and Marigat is in a very good condition. The section between Kambi ya Moto and Nakuru has deteriorated because most of the vehicles have diverted to this route. Mr. Temporary Deputy Speaker, Sir, I beg to reply. (a) I am not aware that Ekero-Ebuyangu Road is impassable since the road has been undergoing improvement and gravelling works as from 14th January, 2006. (b) Plans to upgrade Ekero-Ebuyangu Road to bitumen standard are underway. The contract was awarded on 8th February, 2007 at a construction period of 18 months. The contractor May 29, 2007 PARLIAMENTARY DEBATES 1657 has already been issued with the order to commence the works. (c) The contract sum for upgrading the road to bitumen standard is Kshs1,034,412,217.20.

(a) I am not aware that Ekero-Ebuyangu Road is impassable since the road has been undergoing improvement and gravelling works as from 14th January, 2006. (b) Plans to upgrade Ekero-Ebuyangu Road to bitumen standard are underway. The contract was awarded on 8th February, 2007 at a construction period of 18 months. The contractor has already been issued with the order to commence the works. (c) The contract sum for up grading the road to bitumen standard is Kshs1,034,412,217.20.

Mr. Temporary Deputy Speaker, Sir, the contractor has so far submitted the performance bond to the Ministry and the Ministry has already appointed a resident engineer. So, the contractor is now mobilising, and I am sure within a month's time, construction work will start. The construction is scheduled to be finished by October next year.

Mr. Temporary Deputy Speaker, Sir, we have done a lot of improvement in supervising the works. One of the measures we have put in place is to ease the over-loading of the Ministry's engineers in the supervision of contractual works. Currently, we have engaged consulting engineers from the private sector to supervise contractual works. As for the blacklisted contractors, the hon. Member is a lawyer and he knows that even when the Law Society of Kenya blacklists lawyers, eventually, they apply for reinstatement and they are reinstated. Mr. Temporary Deputy Speaker, Sir, we have three sources of funding in the Ministry, namely, donor funding, Development Vote from the Treasury and the Fuel Levy Fund. These funds are purely from the Development Vote and no development partners are involved.

Mr. Deputy Speaker, Sir, I beg to reply. (a) I am aware that the road from Akala to Luanda is in a very poor condition but not impassable, except for small vehicles that may have problems in some sections. (b) My Ministry has inspected the bad sections of the road and estimated that repair works will require approximately Kshs1.5 million. The repairs have been prioritized for routine maintenance in the next financial year, under the constituency's 16 per cent of the Road Maintenance Fuel Levy Fund. Mr. Deputy Speaker, Sir, the road suffered a lot of damage when there were heavy rains from November last year to January this year. We have not been able to get extra funds from the Treasury to cope with the damage that was caused by the floods in December last year and early this year. It is not that we do not know the condition of the road. It is because, at the moment, we do not have money to inject into that road.
