Thank you, Hon. Speaker. I stand to support this Bill. Looking at this Bill, there is a clear indication of the commitment of the national Government to see to it that devolution has really succeeded in our country. I was quite touched to notice from the Bill that the amount of money allocated to the counties is fixed, whether the national Government collects the amount of revenue that is projected or not. For those of us who are laymen in budget-making processes, we can only see a Budget that is one. Both the national Government and the county governments rely on one national Budget. However, when you go on the ground, you find projects labelled ‘county’ and ‘national’ with very little coordination when it comes to the implementation of these projects. I hope that our colleagues out there in the counties will coordinate with the national projects, so that, overall, we can realise the development that we desire for our country.

I noticed that the Commission on Revenue Allocation is acting in bad faith by going to the Senate with different figures. I was touched when the Chairman of the Budget and Appropriations Committee narrated how after they agreed, they went to the Senate with different figures. These are the people who want to divide our country. They want to reflect some bad faith on the part of the national Government by not strengthening devolution. I end by urging all systems, national and county, to work together without necessarily wanting that common man out there to keep on wondering which is national or county. Whenever I go home, the question which I am getting is whether this or that road is for the county or the national Government.
