  • 12 May 2022 in National Assembly: THAT, Clause 41 of the Bill be amended in the marginal note by deleting the word “appointment” and substituting therefor the word “office”. We are replacing the word “appointment” with the word “office” to give clarity on the contents of the Section. The word “appointment” ordinarily relates to terms of service of staff while what is referred to under Clause 41 is the period of office of members of the Council. Hence a proposal to change the marginal notes from the word “appointment” to terms of office. view

This is in line with best practices as observed in the Mwongozo Code that does not have provisions for co-option of members of a committee of the Council. That is why we propose to delete paragraph (a). view
