I also wanted to look at the period of the head of that institution in line with other institutions. The term of office in other Authorities is five years and the current term is three years. Those are two very important points that I needed to bring in form of amendments. I was this afternoon caught by surprise because I have had so many matters within my Committee this week that made me lose track of this Bill. I will be happy if there can be a recommittal so that I can bring in these two very important amendments. I ...

I hope the passage of this Bill will enable our youths to find it necessary to participate in employment opportunity seeking initiatives because there will be no costs associated with the process. We have talked to a number of youths and whenever they make an application, they fail to do subsequent applications considering the cost they incur with only one application. We are saying that with this Bill, the youth will no longer be burdened with the costs and they should now find it necessary to participate in as many opportunities as possible that come so as to acquire the ...

Thank you, Hon. Speaker, for giving me a chance to contribute to these very important petitions, the petition by Hon. Mule and the petition that was brought through you by the Kenyan citizens. These petitions are very important. They are coming at a time when this country is already suffering from other pandemics and any increase to the fuel will have a spill over to other areas and thus increasing the burden that is already with Kenyans. Last weekend, I was with some youth group in a place called Viva and they had a serious cry over the increases of ...

Thank you, Hon. Temporary Deputy Speaker. I beg to second the Second Reading of the Social Assistance (Repeal) Bill (National Assembly Bill No.16 of 2020) sponsored by the Leader of the Majority Party. As stated by the Leader of the Majority Party, this particular Bill simply seeks to repeal the Social Assistance Act that is currently in existence to pave way for the creation of an Assistance Fund as advised by the Cabinet Secretary for the National Treasury. The Leader of the Majority Party alluded to the fact that there have been many challenges in the implementation of the Social ...

told my Committee that there are challenges with the current Act. If the current Act is repealed, they will be able to have the regulations, open up the Fund and attract funds from elsewhere, so that all senior members of our society who are old and qualify to receive the Inua Jamii funds can do so. I, therefore, urge that we approve this Bill without any amendment. The Committee will move with speed to ensure that the regulations are also completed because nearly every month, we have a Question related to this particular matter. There was one just today and ...

Thank you, Hon. Speaker. I would like to comment on the first and the second petitions. On the first one, it is true that this country cannot rely on rainfall for its food production any longer. We would encourage the Government to continue with the programme that it is currently undertaking on doing water pans to harvest water and to complete the irrigation schemes that are on-going. There is Thiba Dam in Mwea and I really want to thank the Government for it is 65 per cent done. We hope by December it will be complete. I encourage that they ...

On the second petition that has been directed to the Departmental Committee on Finance and Planning, NYS falls under our oversight, that is, the Committee on Labour and Social Welfare. I would like to urge the Committee on Finance and Planning to consult us. It is because we have much more information on the same. We need to give our input as they make their final report.
