  • 6 Oct 2020 in National Assembly: Thank you, Hon. Speaker. I Support this Bill and also commend the Chairman of the Budget and Appropriations Committee, Hon. Kanini Kega, for moving fast and ensuring that we do not have the delay that we had in the Senate on this particular Bill. Hon. Speaker, I would like to comment more so on the usage of the money that we approve in this House that goes to county governments. As my brother, Hon. Wamalwa, the hopefully incoming governor of Trans Nzoia stated, what we are seeing out there is work by the NG-CDF. When you walk around, you find ... view
  • 6 Oct 2020 in National Assembly: It is annoying and disturbing to find a whole leader out there in the village with no salary for three months and yet we know how many people visit them every morning expecting support and they will not explain to them that they do not have money. Therefore, as I support this Bill, it is my humble opinion that Senate needs to be much more careful and keen on seeing how to get rid of the misuse of money by counties and see how effective the money being utilised out there is, more so on the development of infrastructure that ... view
  • 10 Sep 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. At the outset, I congratulate my sister Hon. Gladys Wanga for bringing up this amendment to the Cancer Prevention and Control Act of 2012 to strengthen training given to the personnel that deals with the prevention, diagnosis and management of cancer (Oncology). Investing in training and ensuring there is adequate personnel of cancer treatment in our counties will not only ensure that patients are treated but also built the capacity of the personnel out there. As it is, a number of the medical personnel in our counties are not well versed with the indicators ... view

  • 5 Aug 2020 in National Assembly: Thank you, Hon. Deputy Speaker. I want to add that I am a Member of that Committee and the sub-committee that has been visiting one of the police stations. We have been trying to get the actual data on what is happening in each of the police stations. The psychosocial effect of our police officers is one of the key things we have been looking at. It is, therefore, important for the Member to give us enough time. This is because he is also a Member of the Departmental Committee on Administration and National Security. The report we are making ... view
  • 5 Aug 2020 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this chance to contribute to this Bill. The Bill simply wants to amend Section 232 of our Constitution by introducing a requirement of an annual reporting on our human resource especially in the public service, the county assemblies and the county public service boards. This is a good requirement. It is good for Kenyans to know who is out there. As many speakers have alluded, it is important that we look at this reporting in a very sober manner so that we do not bring politics into it. Such a report, ... view
  • 5 Aug 2020 in National Assembly: It is equally important for us to know that even as you look at the statistics in the public service and those profiled names, you must also, alongside that, equip yourself with the statistics of the population. There can be some people who are too many not only in an office but also out there, including mortuary and those that have been affected by COVID-19. Therefore as we, Kenyans, prepare ourselves to make use of this Report, we must avoid the political economy of the Bill or politicising the Bill. This has been a problem. It is high time that ... view
