Constitution, it is not about one board; it is about looking at all the boards we have in the country in totality. The same goes for the various commissions we have. If you just pick one and you want to see how balanced it is, you may not get it. So, I would urge Members to constantly look at the various boards and constitutional bodies in totality and not just one. Hon. Temporary Deputy Speaker. I wanted your guidance. Listening to the Members, I have noticed they are contributing towards whether or not to have a wall. I am wondering whether this was discussed before this House. If that is not the position, then we should restrict ourselves to discussing the Report on evaluating the project. If there was no discussion on the wall, then we need a separate discussion on it.

This issue has really touched me. We have talked about demonstrations at JKIA. I think part of it could be out of some of the politicisation of issues that we are noting now. I have come to understand that what is happening here is an idea that has been put forward and is being considered; one that is being pursued through a feasibility study. This is something that we all do in our professional areas. Thirdly, this is sensitive. When we put the cart before the horse, we create a situation out there. When employees at JKIA are talking about demonstrating because there is a merger, it could be because we have gone out of our own selves and depicted a picture that somebody somewhere might have implemented the merger. Hon. Speaker, I think for this one, you have a very easy job which is to simply say that we wait until the Executive brings this paper for us to see what it is, so that PIC can pick it and move on. The Auditor-General should also wake up. This Kshs150 million being put into the concept development will be audited. Once he does that, in the next financial year, we will see whether the money was well spent or not.
