  • 7 Mar 2019 in National Assembly: Finally, this issue of conflict of interest as to who moves first as far as the House committees are concerned is something that needs to be looked at because it is the same thing we are seeing in the Senate. We see the Senate summoning the Cabinet Secretary for Interior and Coordination of National Government. I am not sure what could have happened to sectors like education in our constituencies if we did not have NG-CDF.   • 26 Feb 2019 in National Assembly: would also urge that we move quickly and release the rest of the funds, especially to cater for bursary, so that we can pay school fees for some of our young men and women who are currently threatened with being sent home because of lack of fees. We have a policy requiring every child to be in school. We know that some of those kids come from families that cannot afford to pay for their school fees.   • 20 Feb 2019 in National Assembly: Thank you, Hon. Deputy Speaker. I do support delocalisation but with some caveats. This is a good exercise but TSC needed to prepare, more so by doing some mapping on facilities that are found in the schools. When some of the teachers are delocalised to some areas like in my constituency in a place called South Ngariama, an area with no roads and with schools that are far from having the facilities that one would expect, no housing and they are far from town; when the teachers come, they end up getting so discouraged that they do not even attend ... view

  • 19 Feb 2019 in National Assembly: the implementation of the County Governments Act, especially Sections 123 and 129 in line with Article 192(2) and (4) of our Constitution. Hon. Speaker, this Bill looks at the gaps which are in the principal Act. Clause 192(2) talks about putting in place a commission of inquiry which is asked to expeditiously make a report. That gave room for the commission of inquiry to take as much as it wanted and provided room for manipulation, as well as abuse. This Bill sets out a timeline of 90 days for it to make a report to the President. view
