Speaker, I beg to ask the Agriculture and Livestock the following Question: Could the Cabinet Secretary: (i) Explain why there has always been delays by the Ministry in delivering appropriate subsidised fertiliser to Mwea Irrigation Scheme through the National Cereals and Produce Board (NCPB) depots, which results in exploitation of farmers by traders who sell fertilisers at exorbitant prices. (ii) Give the measures the Ministry is undertaking to ensure that appropriate subsidised fertiliser is made available at the depots at the right time. view

This looks like a lesser problem to many of the constituencies, but it is a great problem to the densely populated constituencies. We have many existing secondary and primary schools sitting on land that cannot be expanded any more. If I were to put my NG-CDF to the need for land for the schools, then I would not do anything else. It is for this reason that I support the Motion. We need to put some mechanism in place so that we can identify all the needs out there, document them and present them to the Government so that land can be acquired. I come from a constituency that would greatly benefit from this Bill. This Bill has the potential to address some of the challenges that our farmers have been experiencing when it comes to selling their produce in haste. Through this Bill, farmers will have an opportunity to store their produce and sell when prices stabilise or when the need arises. We hope that there will be a clear and deliberate way of educating our small- scale farmers in the warehouses, so that they can take advantage of them. We should not create another layer of brokers who would benefit from such warehouses, who would be buying rice and other produce from farmers and quickly take them to warehouses and then rush to banks to get money to trade. The issue of comingling the same type produce is a good one but, again, it has to be handled with care. Otherwise, we are going to compromise on the quality of produce that has been delivered by farmers. The town emerges from historical conflicts that have affected the residents of Moyale. The town going without power would only take us back to the time when it was restless. Over time, the Kenyan side of Moyale has been compared to the Ethiopian side of Moyale.
