untapped opportunity in this country that would not only help our youth but also earn revenue in terms of exporting our sports talents out there. It came to our notice while we were doing business in our constituencies that we have a number of our youths who are talented in different fields but they are not able to execute those talents because of lack of opportunities. In my own constituency of Mwea, while seated in my office, I receive not less than three talents each day, ranging from athletics to football and other sports, including canoe rowing in our famous ...

Thank you Hon. Deputy Speaker for giving me a chance to contribute to this important Motion. I stand to support it. This Motion is coming at the right time; a time when most of our schools are losing their infrastructure to fire that is coming from within and outside. We have recently witnessed a number of schools go down because of fire that we are not able to investigate. I say this with a lot of sorrow in my heart. Just on Monday, we lost a dormitory in one of our most beautiful schools in Mwea. We lost a dormitory ...

lose a whole dormitory on the other side where an investigation is unable to come out with reasons and who did this heinous act of destroying infrastructure that we have struggled to put in place. Therefore, it is important that the Government moves in and puts resources in this. We can stop other things and prevent or ensure we are able to investigate and come up with solutions as to why some of these acts are happening in our schools. I have done my investigation. Installing CCTV cameras is not an expensive exercise. All we need to do is have ...

Thank you, Hon. Temporary Deputy Speaker. I also stand to support this Bill. I thank the Member who spoke before me for particularly mentioning the experiences that he had with what we refer to as the Thiba Dam compensation where people gave out their titles in the year 2012 and to date, we are about 60 per cent in the compensation. Once enacted, this Bill will correct a number of irregularities and illegalities that have characterised compensation processes in our country for quite some time. I contribute to this Bill with a lot of experiences especially on the Thiba Dam, ...

aware that whenever there is this kind of compensation, there is a lot of conspiracy that doubles up or triples the would-be for compensated. This is why the Government gets constrained whenever we have this kind of compensation. I hope Clause 157 will be strengthened even much more so that it can be more punitive for anybody to conspire to escalate valuation of some of these properties that the Government would be compensating. Another problem that we have observed that I hope this Bill will correct - and it will - is that in the past, some people were being ...

Thank you, Hon. Deputy Speaker. I rise to support the sentiments by the Leader of the Majority Party. For the sake of the new Members, it will be good for the Committee on Implementation to prepare a list of all Motions that have not been implemented. They should give us the status, so that as we struggle to bring more Motions in this House, we can know what has been debated, discussed and not implemented.

The Private Members’ Motions provide the opportunity for us Members to present what our people have asked us to present. Therefore, this matter should be taken seriously. Let us have a list of all Motions that have been brought to this House but have not been implemented.
