  • 6 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to support the County Governments (Amendment) (No. 2) Bill (Senate Bill No. 2 of 2014). As the Mover said earlier, after elections most county governments and county assemblies did not have the requisite gender parity numbers. It took time for parties to nominate MCAs due to the dynamics of the different parties. Most of these nominations were characterized by squabbles and this disadvantaged female MCAs. They were nominated after the constitution of committees and they were slotted into committees but they did not secure leadership positions in those committees. This amendment will ... view

  • 4 Aug 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I rise to second this Bill. I wish the Leader of the Majority Party would take the gender rule principle further beyond just giving me this chance. I want to support and second this Bill. It may look voluminous and complex, but this is a Bill that simplifies the process of insolvency. It reduces the long bureaucracies and processes. What excites me about this Bill is the opportunity given to bankrupt persons - it is not that I am bankrupt. It gives bankrupt persons a chance to seek ways of bailing themselves out and ... view

  • 29 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I want to just dwell on one point. First, I want to thank my brother, Hon. Major Waluke for this very important Motion and I support it. While we say the police force generally lives under pathetic and deplorable conditions, there is a group of those men and women in uniform out there in some far-flung areas in Kenya, including Turkana that in fact encounters double tragedy. Those are people who have no vehicles and their families are far. They stay for months and years without seeing them and without any communication. They are ... view
  • 29 Jul 2015 in National Assembly: the situation. We have lost many senior officers in Turkana. Last week, we lost an Officer Commanding Station (OCS) at the border of Sudan and Kenya. We have lost many of them at the border of Ethiopia and Kenya. In fact, they are doing a job that should be done by KDF. Those are external threats. view
  • 2 Jul 2015 in National Assembly: Hon. Temporary Deputy Chairman, I want to support the amendment. Funding the water users association is very critical. view
  • 2 Jul 2015 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. I want to support the amendment. I find it enhancing efficiency and also measuring performance targets. • 2 Jul 2015 in National Assembly: Constitution has a broad definition of public participation although it differs in different sectors and institutions. To me, I do not think public participation needs more than a year. view
