Joyce was born in abject poverty. In 2012, she suspended her PhD studies to concentrate. In 1985-1996 she participated in the translation of the bible to Turkana language. Previously, Joyce worked with the United Nations Children and Oxfam Kenya and was actively involved with the community. She puts education empowerment on top of her list in her quest to transform Turkana County. She also believes that without security, there cannot be any development and therefore has been very vocal on issues of security in her parliamentary debates.

  • 25 Feb 2014 in National Assembly: (iii) the role the UN will play given the fact that the road was rapidly destroyed by heavy UNHCR trucks in the Operation Lifeline Sudan (OLS) then dubbed the biggest relief operation in Africa. Thank you, hon. Speaker. view
  • 25 Feb 2014 in National Assembly: Thank you, hon. Speaker. I am only requesting for information and I do not think the Committee needs three weeks to get the information. It should be faster than that. view
  • 25 Feb 2014 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I stand to support the Motion and before I say anything, I would like to inform the Deputy Minority Whip, the TNA Party Chair and KANU men here that these two are not appointed because of their affiliation to any of the coalitions or any political party, but because of the competencies and experiences they have to execute their duties. The need for a multi- sectoral experience and diversity is fundamental for the efficiency of this honourable House. view
  • 25 Feb 2014 in National Assembly: I support the Motion because gender and regional considerations were met. Qualifications and achievements were considered and I am also in support because I realise that we have come out of those days when people were--- view
  • 12 Feb 2014 in National Assembly: Thank you, hon. Speaker. I rise to support the Motion. Most of the discussions in many Motions are characterized by repetitiveness which really limits the time for many hon. Members who want to contribute. We would advise that repetition is avoided so that we are able to capture the diversity that the hon. Member mentioned earlier. We are also advising the Movers to split their discussion points with their Seconders and that way, we will be able to give more time to many other hon. Members to contribute. We need to devise efficient ways of using our time in the ... view
  • 11 Feb 2014 in National Assembly: Thank you, hon. Speaker. In the Kenyan context, the meaning of “recycled material” is “elderly retired people”, who are brought back to jobs that are supposed to be held by young people. I am just wondering whether hon. Nkaissery is referring to the committee members as recycled in that context! view

  • 27 Nov 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I rise to support this Bill first because it is in the letter and spirit of the Constitution. If you look at the identification and declaration of our candidates, it is transparent in the sense that a criterion has been identified where the population or the public will participate in identifying the people to be awarded. There will be a call for proposals. They will be published in papers and their achievements will be laid down so that people who want to critique and bring objections are given that chance. In that sense, I ... view
  • 27 Nov 2013 in National Assembly: I support the idea of having the appointing authorities consider different aspects in terms of the diversity and looking at different areas so that we are not only looking at the national level but we also look at the local level. For instance, if I may be given a chance to also mention two people from Turkana, we have hon. Emmanuel Imana. This is because philanthropy is one of the criteria that have been chosen in the Bill and this is a man who lives a selfless life and has brought so many Turkanas to a higher level in terms ... view
