I would like to support the nomination of Hilary Nzioki Mutyambai and request him to deal with corruption in the police force. Many cases are reported to the police force about young girls who are raped, but investigations are always done shoddily. People bribe and cases go under with inadequate investigations being done. We look up to him as the women of this country to stand with us and make the police service effective. I am sure this is one of the best rewards the President has given to the community.   • 18 Dec 2018 in National Assembly: Thank you, Hon. Deputy Speaker. I applaud the Departmental Committee on Justice and Legal Affairs – the panel that has qualified and reputable persons. The nominee has an immense wealth of working experience in different Government institutions. He managed to attain the clearance requirements by the panel. What is most fascinating is the great ideas he has on how to curb the corruption menace. One of these is his strategy of laying emphasis on the preventative measures. Let us have academies established and then encourage our young men and women to immerse themselves in sports for their own benefit and that of our nation. Sports is also a rich source of employment. It spurs the youth into action rather than remaining idle. It is rather depressing to note that the budget allocation to the State Department for Sports, Culture and Arts is rather small. Nyenze and the people of Kitui West. Coming back to the Motion at hand, I wish to condemn the happenings in Kimilili in the highest terms possible. Human life is sacred. The greatest responsibility of the Government is to protect its people. Words cannot explain the horrific, sad and shameful incidents that we are hearing about rape.
