Dr. Joyce Cherono Laboso

Dr. Laboso, a distinguished scholar can best be described as assertive and confident. She had never thought of being a politician, her debut into politics was unceremonious. The first signals were sent as she eulogized he late sister, Lorna, who had died in a plane crash. A week later elders announced that they had chosen her to fill the vacant Sotik Parliamentary seat. In her two terms she has prioritized development of roads, education, water and electricity within the constituency. She also holds close to heart women issues. Dr. Laboso is the current deputy speaker, National Assembly.

  • 28 Jul 2009 in National Assembly: What is the Ministry doing now that the CDF has been assisting them with infrastructure? We expect the Ministry now that the CDF has relieved it the burden of putting up dispensaries and health centres, to allocate more money to prevention care and service delivery to the people. The Ministry should budget for personnel and equipment for the facilities that have been handed over to it. view
  • 28 Jul 2009 in National Assembly: Madam Temporary Deputy Speaker, Sir, with regard to equity, we would like to know how much has gone into rural communities and the urban poor vis-Ă -vis the urban centres. The indication is that only 30 per cent of the budget has gone to the rural communities and the urban poor. Where is the 70 per cent? From the records, we are reliably informed that about 30 per cent of the budget goes to Kenyatta National Hospital and Moi Referral Hospital, Eldoret. The question is: “How many Kenyans access those facilities?” view
  • 28 Jul 2009 in National Assembly: With regard to funding programmes aimed at combating the HIV/AIDS pandemic, I believe that it should not be funded by donors. The affected Kenyans take the HIV/AIDS drugs on a daily basis. If the donors were to withdraw their support, do we expect the victims to die? We should fund that from our resources. view
  • 28 Jul 2009 in National Assembly: I would like to know the status of the National Social Health Insurance Fund from the Minister. I believe this is one way we can address equity in our society. If each one of us will have a card that will enable him or her access medical services, we will address a very important issue that quite often divides this country. view
  • 28 Jul 2009 in National Assembly: The issue of training cannot be overstated. We need more nurses to be trained and employed. Last weekend, I visited a health centre which was being manned by a view
  • 23 Jun 2009 in National Assembly: asked the Minister for Gender, Children and Social Development:- (a) To state the location of each intermediaries currently used by the Ministry to disburse the Women Enterprise Fund (WEDF), and the interest rates charged by each of the respective intermediaries; (b) To provide a list of the women beneficiaries from the respective intermediaries in terms of geographical location; and, (c) The measures the Ministry is taking to ensure that only intermediaries that are inclusive and accessible by all the deserving women in Kenya are used to disburse the funds. view
  • 23 Jun 2009 in National Assembly: Mr. Speaker, Sir, the devil is always in the detail. I would like the Minister to clarify the following. If you look at the statistics that she has given us, out of the 12,000 that she has indicated, 6,000 or over half of them are from Nairobi. view
  • 23 Jun 2009 in National Assembly: Mr. Speaker, Sir, considering the attention and interest this Question has generated, could the Minister consider starting a sacco in each constituency and going the CDF way where the money is made available to the women in every constituency? view
  • 10 Jun 2009 in National Assembly: Thank you, Madam Temporary Deputy Speaker, for giving me this chance. I strongly support this Motion. view
  • 10 Jun 2009 in National Assembly: I want to thank my colleague for giving us interesting points which are basically about finances. However, the bottom line is that we are here to represent Kenya. As parliamentarians, we want to be seen in this august House to be representing the needs of the entire country. It is a fact that most of us do not know this country. When Members from certain regions make contributions in this House, we cannot appreciate exactly what it is that they are saying because we do not know the challenges, problems or opportunities there might be in those regions.
