  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, coming to the general issues about education, and my colleagues have said a lot, I would also wish to actually say that teachers deserve good welfare. We are having a lot of problems on the ground because of teachers not having houses in the very remote houses they serve in. Now that the TSC will be independent and it is a constitutional Commission, that is another positive thing in the Bill. They should really take into consideration the provision of houses for teachers in all schools. There should, at least, be staff houses in all schools. view
  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, we have been using the Constituencies Development Fund (CDF) to construct classrooms all over the country. Nowadays, I can actually confirm that it is very difficult to get students or pupils moving very far or more than five kilometers to get a school. That is courtesy of CDF. But there is something that the new TSC has to really look into; the maintenance of those infrastructures because it has been neglected for a long time. We build beautiful schools, but once we hand them to the community, they are neglected. If we keep on using CDF ... view
  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, the teacher to pupils ratio has been an issue in this country. I would wish that the new TSC would consider this. Currently, we are talking of one teacher to 60 or 90 pupils. I think that in some cases, it is not applicable. In sparsely populated areas, you may find a complete school with only 100 pupils from Class One all the way to Class Eight. So, if you go by that ratio, then you will only provide that school with one teacher or, at most, two teachers. In terms of population, that will be ... view
  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, I wish also to talk about the Economic Stimulus Programme. The TSC should operationalize schools under this programme--- view
  • 26 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, because I see that my colleagues want to contribute, I want to say that I support the Bill. view
  • 21 Jun 2012 in National Assembly: Mr. Chairman, Sir, I stand to oppose this amendment for simple logic. You cannot belong to more than one political party at one time. Actually, saying that you belong to political party A – an independent candidate is like another party again called” independent”. That is importing people from this party to go and support somebody of another party called independent. So it is not possible. You can be voted by anybody but for somebody to second or propose you and you belong to one political party, I think in that case, my good Secretary-General, I really think this amendment ... view
  • 21 Jun 2012 in National Assembly: Mr. Chairman, Sir, I stand to support this amendment. I want to inform the House that we cushioned our colleagues twice yesterday. What we are trying to ignore is the fact that we also cushioned ourselves on the issue of party hopping when we said that it is not going to be applicable for this first election. It is, therefore, important that we know these facts. Maybe those who are saying that this is so selective were not here yesterday. Cushioning was done twice yesterday – the issues of party hopping and qualifications are not applicable at this time taking ... view
  • 31 May 2012 in National Assembly: Mr. Speaker, Sir, I want to congratulate your office and the Office of the Clerk of the National Assembly for work well done. Mr. Speaker, Sir, Parliament is leading the path on reforms. I recall the way the outgoing EALA Members were picked in the Ninth Parliament. If you compare that process with the way elections were done in the Tenth Parliament, you will agree with me that there have been a lot of reforms undertaken by this country since then. I also want to point out the fact that the exercise that we have carried out today is historical. ... view
  • 31 May 2012 in National Assembly: I really want to congratulate the House for that. This is the first time in the history of this country that, that area got a chance to represent this country in the EALA. Mr. Speaker, Sir, I also want to agree with my colleagues that we move ahead in a very peaceful way to the national elections. We also urge those elected to represent the country as a whole and even the East African region. Thank you. view
  • 30 May 2012 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to also add my voice in support of this very important Bill. I want to thank Dr. Khalwale for this very timely Motion. I really regret that hon. Members of this House were trying to scuttle this Bill which would have been passed a long time ago. view
