Thank you, Mr. Deputy Speaker, Sir. The Commission on Revenue Allocation forms one of the vital and basic reasons why Kenyans agitated for a new Constitution. It has been alleged that in the past, resources in this country have not been equitably allocated. I am so happy with the membership of this Commission, more importantly, the proposed Chairman of this Commission, Mr. Micah Cheserem, who is one of the best accountants that we have in the East and Central Africa.

(a) The selection of the projects will be implemented based on the Lake Basin Strategic Plan 2010/2012 which is derived from national priorities such as Vision 2030 and the Millennium Development Goals, among others. Mr. Speaker, Sir, although the Lake Basin Development Authority has managed to do afforestation in the areas around the Mau Ecosystem, I am not satisfied that the Kuresoi area has been adequately addressed with regard to the development activities there. I confirm that the main project of development in that area has been the rehabilitation of the Timoeta–Matunda Dam and the restoration of the wetland area of the Chemosit River that drains in the other end as Sondu-Miriu River. I confirm that we will do those two projects during this financial year.

Mr. Speaker, Sir, it is true that in both the Ewaso Ng’iro South and Ewaso Ng’iro North boards, there is no board member from Ol Kalou Constituency. But Ewaso Ng’iro South Development Authority covers 18 districts or 18 constituencies and Ewaso Ng’iro North Development Authority covers 27. As I have said, the Act mandates the Minister to appoint a maximum of 12 board members. I wanted to say that Ol Kalou is in the larger Nyandarua District together with Kipipiri. Coming to his question, I really agree with the hon. Mr. Speaker, Sir, Mr. Jonathan K. Too was in the Board of Ewaso Nyiro South Development Authority, which we inherited from the previous Board. Every Board serves for three years. According to the Act, one qualifies to be re- appointed. Having evaluated the performance of Mr. Jonathan K. Too in the previous Board upon the expiry of his contract, we found that he had performed.
