  • 20 May 2009 in National Assembly: However, I have two or three highlights that I would like to make. First, the country is faced with a very serious drought. Some of the areas have not received rain. For example, Loitoktok has not received rain since November last year. Some of the Ministries that I ask to enhance the processes of service delivery include the Ministry of State for Special Programmes. (a) The Ewaso Ngiro North Development Authority (ENDA) is in the process of undertaking the construction of 12 water pans, one small dam, and three boreholes in Samburu East District in the current financial year. The details of the above-mentioned projects are indicated in the attached Tables (I), (II) and (III) in my answer (b) I wish to inform the House that the ENDA has received approval from the African Development Bank (ADB) to commit the funds to the projects as I have indicated above. The projects I have enumerated will be covered within a period of three years from July, 2009 to 2011. The total cost of the projects is Kshs116 million. view

They will be advertised in the next two weeks. If we find that the water tables, as the hon. Member has said, are not good enough, we may go through what we call the District Steering Group, reallocate the money and do more pans, if that is more viable than doing the boreholes. view

Just for the record, northern Kenya and other arid lands constitute 80 per cent of our land mass.
