  • 5 Aug 2009 in National Assembly: Finally, is the issue of the National Water Conservation and Pipeline Corporation (NWCPC). This NWCPC has the biggest source in my constituency, that is Nol Turesh River. The Nol Turesh water pipeline actually cuts across my constituency. They get view
  • 4 Aug 2009 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me the opportunity to also make some remarks on this Vote. From the outset, I would like to say that I support the Vote of the Ministry, but I have a few remarks to make. view
  • 4 Aug 2009 in National Assembly: This Ministry is in charge of two very main natural resources, namely forestry and wildlife. As the Minister has ably said, it is in charge of the five water towers in this country. The Forestry Department is the one that should address issues to do with our forest cover, which is currently at 1.7 per cent, as opposed to being at more than 10 per cent, which is the requirement of the United Nations (UN). view
  • 4 Aug 2009 in National Assembly: If you look at the trend of this country’s rainfall intensity, you will realise that over the last few years, it has really been going down. Again, food security has been an issue in this country. So, we look upon this Ministry, through the Kenya Forestry Service (KFS), to ensure that there is good forest cover in this country in order to address those issues. view
  • 4 Aug 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, going to the other natural resources, namely wildlife, I want to put it very rightly, on behalf of the pastoral communities. I know that my colleague, Maj-Gen. Nkaisserry, was a bit compromised when he was asked to second the Motion. He got disorganised. He did not put the record straight. I want to tell the Minister for Forestry and Wildlife that he cannot have wildlife without livestock. Nowhere does wildlife exist and there are no livestock. I also want to tell him that 80 per cent of our wildlife lives outside the so-called “protected areas”, ... view
  • 24 Jun 2009 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, I beg to support this Motion. The Minister for Finance has asked for the authority to withdraw 50 per cent of the coming financial year Budget in order to make the Government departments run. I want to support him because there are some Government Departments or Ministries, if not all, that need urgent attention, for instance, the Ministry of State for Special Programmes. Our people in some areas need a lot of relief food like the area I come from. We cannot wait until August or October for the authority to withdraw money for ... view
  • 16 Jun 2009 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me the opportunity to contribute on this Motion. view
  • 16 Jun 2009 in National Assembly: From the onset, I support this Motion. I would like to, first of all, congratulate the Deputy Prime Minister and Minister for Finance for the very excellent way in which he presented his Budget last week to this august House. The Budget was well thought out and balanced. It is a pro-poor Budget. By widening the revenue base without raising any taxes, that is a well done Budget. I am particularly happy about the way the Budget has decentralised the resources. That is what most of us have been calling for. Kenyans have view
  • 16 Jun 2009 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. The Deputy Prime Minister and Minister for Finance did not just decentralize financial resources to the constituencies but also the personnel. In every section where the constituency is mentioned, he also talks of “this will translate to employing such a number of people in every constituency”. This applies to nurses and teachers. I kindly plead with the Deputy Prime Minister and Minister for Finance and the Minister of State for Public Service to ensure that the employment is also constituency-based and not through the normal PSC programme whereby the 20 nurses or view
  • 16 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I want to ask the Deputy Prime Minister and Minister for Finance to offset the loans owed by livestock farmers to the Agriculture Finance Corporation (AFC). view
