  • 18 Aug 2016 in National Assembly: The Bill proposes exemption of the Value Added Tax (VAT) on animal feeds in terms of raw material. I would like to state that the livestock industry contributes about 12 per cent of our Gross Domestic Product (GDP) and is a big source of livelihood for many Kenyans as has been stated. It is also an alternative to our food security. However, we have not given this sub-sector of our economy a lot of attention. It is not just enough to exempt VAT from the raw materials used to manufacture animal feeds, but it will be good to establish disease ... view
  • 18 Aug 2016 in National Assembly: There is the issue of housing, where it has been proposed in this Finance Bill that a Corporate Tax exemption of between 20 to 30 percent be given to developers who construct, at least, a thousand housing units in a year. However, the KRA has introduced a tax for residential houses, which is being paid by landlords. If you do that, landlords will transfer it to the tenants. Doing so may limit accessibility of good housing to our people. As much as you try to reduce the Corporate Tax, it is also good to look at it so that we ... view
  • 18 Aug 2016 in National Assembly: taxation because service charge or tips go to the employees. However, employees are paying Income Tax. That is a welcome move. Again, in Clause 27, there is an elaborate schedule of proposals that tries to reduce unnecessary administrative work, especially when you look at Clause 27(4) and (5). This clause talks about exempting from VAT, machinery and equipment for use by the Kenya Defence Forces (KDF) and the National Police Service. You are taxing the Government and the money is taken by KRA. That is what I referred to as removing money from one pocket and putting it back through ... view
  • 18 Aug 2016 in National Assembly: Thank you, Hon. Deputy Speaker. Clause 50 talks about the Kenya Deposits Insurance Act, where we are removing conflict of interest. Currently, all the Chief Executive Officers (CEOs) of banks are in the Board established by the Kenya Deposits Insurance Act. They are the same people who are supposed to oversee collapsed banks. So, we are removing that and saying that we will have the CEO of the Kenya Bankers Association as the representative of all banks. It is a welcome move. Finally, I will point out the issue of a weak global economy. It is good that we become ... view

Annual Report on Financial Statement in respect of the following institutions for the year ending 2014/2015:- (a) Kenya Dairy Board. (b) Kenyatta National Hospital. (c) Kenya Ferry Services Limited. • 11 Aug 2016 in National Assembly: Hon. Temporary Deputy Chairlady, it is very unfortunate that one of us is not aware that the CoG is a legally constituted body. It is the only way that the two levels of the Government can legally interact or consult. If you look at the amendments of the Bill that we have been going through, almost in every amendment, there is consultation. It is consultation between the two levels of the Government, namely, the national Government and the county governments since fisheries is a devolved function. There is no other way the two levels of Government can consult other than ... view
  • 3 Aug 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I rise to oppose these proposals for a simple reason. If you look at the last recommendation by Hon. Benson Mutura, you will find that he gives the Controller of Budget powers to prosecute when he says “A report submitted by the Controller of Budget under subsection (1) shall, where appropriate, include in its recommendations the criminal prosecution of persons responsible for violation of the law.” The Controller of Budget has powers to conduct investigations. Therefore, to recommend any criminal prosecution is not really the job of the Controller of Budget. That waters down ... view
  • 3 Aug 2016 in National Assembly: I oppose this amendment because the DPP cannot propose something he has not investigated. view
