  • 28 Jul 2016 in National Assembly: There is another Kamukunji chaired by the Member for Kikuyu. In seconding this Motion, I want to congratulate you for choosing Hon. Omulele who has been in this House for only three years but has presented himself as an understanding Member. He is not extreme on either side. The Chairperson’s Panel is the Committee that is supposed to hold this House together. A Member of that Panel should be a neutral person and one who can guide the House in the right direction. I have no doubts that Hon. Omulele is up to the task. Standing Order Nos. 16 and ... view
  • 28 Jul 2016 in National Assembly: I want to second and plead with my colleagues that we formulate and conclude the formation of this important Committee. view
  • 26 Jul 2016 in National Assembly: Thank you, Temporary Deputy Speaker. In replying, I want first of all, to express my displeasure with the relevant Committee that has not brought the Report of the Bill since last year. It should have brought it before this House because it was published in February 2015. We expect a report of the Committee to have been in this House. I also agree with the Chair that there has been consistent ruling by the Speakers, even in the 10th Parliament, that lack of a Committee Report cannot hold the House to ransom. The House will always go ahead and execute ... view
  • 26 Jul 2016 in National Assembly: In replying, I want to say that the Members have raised several pertinent issues and I have picked nine of them. The first one is that there is need for disclosure of county revenues in terms of collection. What the county collects should be properly disclosed and not only the funds given by the national Government. The second one is that Members talked about the need to give counties capacity in terms of Budget preparation. Therefore, the Bill proposes the need to have a budget office to avoid rejection of their budgets by the Controller of Budget. Thirdly, Members proposed ... view
  • 26 Jul 2016 in National Assembly: the county assembly needs to be totally independent of the Executive wing of the county government to bring financial independence. As I close, I call upon the individual Members of this House to bring amendments when we go to the Third Reading to enrich this Bill. It will also have to go to the Senate and I expect them to improve on it now that we do not have the Report of the Committee. I beg to reply. view
  • 21 Jul 2016 in National Assembly: Hon. Speaker, I beg to move the following Procedural Motion:- THAT, notwithstanding the provisions of Standing Order 230(5), this House resolves to extend the period prescribed for the consideration of the Report of the Departmental Committee on Justice and Legal Affairs on the Petition for the removal of the Chairperson and Members of the Independent Electoral and Boundaries Commission (IEBC), laid on the Table of the House on July 19, 2016 by a period of thirty (30) days. view
  • 21 Jul 2016 in National Assembly: Hon. Speaker, I am moving this Motion on behalf of the HBC, as earlier alluded to by the Leader of the Majority Party, following lengthy discussions that were made in our meeting on Tuesday evening this week. On that day, it was noted that while the Justice and Legal Affairs Committee has duly concluded its work as required by Article 251 of the Constitution and the Standing Orders, there is no going back. However, a perception has been created that proceeding with this Motion now may jeopardise the work of the Joint Select Committee on matters relating to IEBC. view
  • 21 Jul 2016 in National Assembly: While this perception is really not true, the civility and modesty which are the values that those of us in the Jubilee Coalition always uphold require that we continue to show leadership. It is for this reason that we are urging the House to agree to defer the discussion on the petition by Mr. Barasa Nyukuri by a further 30 days. It is envisaged that the Joint Select Committee on matters relating to IEBC will have completed their work within the next 30 days. Further, in accordance with the mandate of the Joint Select Committee, it is expected that the ... view
  • 21 Jul 2016 in National Assembly: It is, therefore, my wish and the wish of the House Business Committee (HBC) that under the provision of Standing Order No. 230(5), the House is required to decide whether or not the petition discloses a ground for removal as stipulated under Article 251(a) of the Constitution The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view
  • 21 Jul 2016 in National Assembly: within 10 days of the tabling of the Report of the Committee. I, therefore, urge the House to extend that period by a further 30 days from today. Hon. Speaker, I beg to move. I request the Chairperson of the Departmental Committee on Justice and Legal Affairs, Hon. Chepkong’a, to second. view
