  • 26 Apr 2016 in National Assembly: Mama Lucy Kibaki started many social projects. Many schools and hospitals are in her name. Among others, those are the things that this country will remember her for many days to come. May her soul rest in peace. view
  • 13 Apr 2016 in National Assembly: Thank you, Hon. Speaker. I only have five minutes to second this Address to this House and the nation by His Excellency the President. I will emphasise three key words he used. One, the President talked about “the covenant”. Two, he talked about “the nationhood” and three, “the nationalist covenant.” A covenant is a bond, contract, commitment, agreement, undertaking or a promise between several entities. His Excellency the President was reminding this nation that there was a covenant by the founding fathers of this nation that we need to reaffirm and keep alive as a nation. This covenant is what ... view
  • 12 Apr 2016 in National Assembly: Thank you, Hon. Speaker. Let me first thank the Mover of this Bill, the Leader of the Majority Party, for having moved it very eloquently. With your permission, Hon. Speaker, I stand to second. I start by congratulating two members of this House: Hon. Elijah Lagat, MP for Chesumei and Hon. Wesley Korir, the Member for Cherangany, for having done this country proud in their youthful years by representing this country in different sporting activities and won gold medals. This is a very important Bill. Sporting has earned this country a lot of respect globally. It is always very emotional, ... view
  • 12 Apr 2016 in National Assembly: possession of a prohibited substance or method and the administration or even the attempted administration of an athlete is in the Bill. Such issues like refusing, evading or failing to submit to sample collection and failure to file athlete’s whereabouts or missing doping tests will constitute violation in this issue of anti-doping. The Mover of the Bill had talked of the need for the entire world, including Kenya, to do the sport in a clean and ethical way. He talked of Kenya being a signatory to various international instruments. The most important is the Luciano Declaration, which is the one ... view

  • 15 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity. I somehow agree with the Member for Narok North on some of the issues he has raised. In its Memorandum and Objects, this Bill says that it is amending several Bills that were passed by the last Parliament, including the Land Registration Act, the National Land Commission Act, and the Land Act. The three Acts of Parliament were passed in 2012. All of them had constitutional timelines. They were passed in a hurry because those were the sunset days of the Tenth Parliament. It was later on realised that ... view
  • 15 Mar 2016 in National Assembly: database. It is just a matter of re-organisation. This amendment is removing that role from the PSC and giving it to the Ministry responsible for land matters. There is a very good amendment that has been proposed in Section 12 of the Land Registration Act. The amendment is good because there is need to specify with finality. Section 12 says that there shall be appointed, by the PSC, a Chief Land Registrar and such other officers who shall be public officers. The proposed amendment says that there will be a Deputy Chief Land Registrar, County Land Registrar and Land Registrars. ... view
  • 15 Mar 2016 in National Assembly: Finally, the issue of minimum and maximum acreage which has been introduced in Clause 159(c) has taken into account good things. Cattle ranches in arid lands and wildlife and nature conservation agencies need to be addressed. view
