  • 6 Jul 2016 in National Assembly: Thank you, Hon. Speaker. As you are aware, I introduced the Banking (Amendment) Bill, 2015 at the end of last year. I thank the HBC for prioritising my Bill for the First and Second Reading and even agreed to extend debating time in the House on the Bill. The Bill is now due for the Committee of the whole House and the Third Reading. While the HBC has severally intended to prioritise the Bill for the last stage, I am aware the representation of Departmental Committee on Finance, Planning and Trade in the HBC has objected to the Bill being ... view
  • 8 Jun 2016 in National Assembly: Thank you, Hon. Deputy Speaker. Yesterday I was talking to Hon. Wesley Korir and he was taking me through the hard work that the runners do as they prepare to participate in marathon competitions. They work so hard so that they can win these marathons. I would like to congratulate him as he was in position number four in the concluded Boston Marathon. They do this because they want to win. They want to be champions and be at the front. This spirit makes people work hard. When we eliminate competition and ranking in our schools, we are telling our ... view

  • 8 Jun 2016 in National Assembly: We should recognise that they have other talents and other areas where they can excel and these are areas that can help them and help our country at large. We also have a habit of recognising those who perform well, which is not very good. I equate that to our political system. In the old Constitution, presidential candidates who did not succeed used to get parliamentary positions. In our academic system, if you fail there is no provision for those who are not doing well. It is like winners take it all. I believe that our Government should come up ... view
  • 20 Apr 2016 in National Assembly: Yes, Hon. Temporary Deputy Chairlady. Unfortunately, I want to oppose this amendment. For example, when an investor in a mining activity comes to a community and obtains the right to do mining within the community land, there are agreements that are entered into amongst the investor, the community and the licensing agents. These agreements give the details of what the mining agent can do and cannot do. In this legislation, we are making it too broad that any member of a community can come with any reason to say that his rights are being abused. Those rights should be captured ... view

  • 29 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I would like to agree with the Committee and disagree with my good neighbour, Hon. Baiya about this business of partners and spouses. The word “spouse” is well defined in the Marriage Act. It is more permanent than the word “partner”. We are talking about health matters here and not matters of--- Partner can be a business partner. Partners are temporary. • 10 Mar 2016 in National Assembly: Hon. Temporary Deputy Speaker, I beg to move that the Banking (Amendment) Bill 2015 be now read a Second Time. view
  • 10 Mar 2016 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. I beg to move that the Banking (Amendment) Bill (National Assembly No.62 of 2015) be now read a second time. The principal objective of this Bill is to provide a mechanism of regulating banks and other financial institutions on the interests they charge through the introduction of a cap. The Bill proposes to put a cap on the interest rate on the amount that the banks and financial institutions charge for loans and fix a minimum rate of interest that those institutions must pay for deposits received from customers. To this end, the Bill ... view
  • 10 Mar 2016 in National Assembly: operative Bank with 12.3 billion, Centum Investment with Kshs8.8 billion, I&M Bank with Kshs7.7 billion and Diamond Trust Bank with Kshs7.2 billion. Those are the 10 best performing companies in the country. Seven of them are banks. I am not against banks making profits, but what we are against as legislators are banks making so much profit, and other businesses that borrow money from banks to do business do not make any profit. In every sector of our economy, there are Savings and Credit Co-operatives (SACCOs) which help employees and people to borrow money and do business or to develop ... view
