messed up. The bodies were exhumed and an estate was built there. The Municipal Council of Kiambu, a couple of years ago, had built a good hotel on top of where the cemetery was. As a representative of the people of Kiambu, both who are alive and those who are dead, I demand from the National Housing Corporation that it builds a monument in respect of the Mau Mau heroes who were buried at the Kiambu Cemetery to appease them for desecrating their graves. This Bill will also serve as a way of encouraging us to behave and act in ...

We are very proud of our athletes. We need to have a system of awarding and recognizing them. That includes the media. We only know about our athletes when we see them cross the tape. If only the media could inform us well in advance and hype up the story, we could easily get worked up as they prepare for the tournaments. We will jam the screens to see them win the races. This is, therefore, a collective spirit and even without following the Act, as a nation, we should have pride in what we do. In conclusion, many of ...

Hon. Temporary Deputy Speaker, I am proud to be part of the Departmental Committee on Environment and Natural Resources that was working on this Bill. We went through a very consultative process to come up with this Bill which will satisfy all the people and organizations involved in wildlife matters. We met several organizations and this will show their input. It is well known that Kenya is a haven for wild animals. On a point of order Temporary Deputy Speaker. Is it in order for hon. Kaluma to mislead this House, while we know very well that the President promised the people of Kenya that he is going to provide Kshs.6 billion to be loaned to youth and women? What we are doing here today---

We are being misled. What we are trying to do today is to put structures and rules to govern the Fund that was promised by the President to the people of Kenya.

Thank you, hon. Temporary Deputy Chairman. If we want this Fund to succeed, it must be a revolving fund. Money that is loaned to our youth and women will be repaid. So, we must be very clear in our regulations, so that even our people will understand that there is body that is supposed to follow up to see if repayments are not done. If we cannot do that, people will think that this is money given for free and they will not be able to repay it. Therefore, the Fund will not achieve its objective. I, therefore, support that ...

On a point of order, hon. Speaker, Sir. Hon. Mbadi has indicated that the change of signatories in the title deeds will cause confusion to the industry, especially in the banking industry. Is it in order for him to mislead the House that there were some titles that were signed by a different person from the person who normally signs? Mr. Kahuho, who was appointed to sign is my constituent and I have talked to him and he has told me that he did not sign a single title deed. So, there was no confusion in that industry.
