  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, at the time this vehicle was involved in an accident, it had been away from the station for about seven months. I, therefore, do not see why the people of Khwisero should suffer because of an accident that occurred elsewhere. Could the Assistant Minister assure this House that he will find an alternative vehicle as they wait for the money to repair the one that is damaged? view
  • 17 Apr 2007 in National Assembly: Thank you, Mr. Speaker, Sir. I am aware that oil companies submit the volumes of oil and petroleum products they expect from the oil refinery and storage facilities in Mombasa on a quarterly basis. view
  • 17 Apr 2007 in National Assembly: I am aware that the East African Oil Refinery made available the required amount of petroleum products. I have difficulties, therefore, to understand why, all of a sudden, there was a shortage of petroleum products upcountry when, indeed, there were enough petroleum products at the storage facilities and the East African Oil Refineries. Could the Minister dispel the feeling that the shortfall was stage-managed to fast-track the awarding of certain contracts by KPC? view
  • 17 Apr 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am aware that the terms of this concessioning were that all employees of Kenya Railways Corporation will be compensated in terms of benefits and so forth. Could the Assistant Minister confirm whether the former workers have been paid their benefits or not? Could he also confirm whether the concessionaire actually paid the amount of money that he was supposed to pay on signing the agreement? Lastly, there must have been some performance threshold that was set. In view of the fact that they are not meeting the performance target as was expected, what time ... view

Is he aware that to access AFC loans, the various levies amount to a minimum of Kshs9,000? Could he consider waiving these levies so that farmers can access these loans more easily? view
  • 29 Mar 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to the Speech by the President. I listened very carefully to the President's Speech and tried not to sleep. As I looked at the President, I remembered the NARC dream. I was reminded of several things: I was reminded of what the NARC Government promised the people of Kenya. I was reminded that we promised the people of Kenya a new future which has more wealth for its people, more equitable distribution of natural resources, more employment opportunities and a country with reduced poverty. In his Speech, the ... view
  • 29 Mar 2007 in National Assembly: Mr. Speaker, Sir, I would urge the Minister not to remain in denial, and to address the issue of ethnicity in the Judiciary. view
  • 29 Mar 2007 in National Assembly: Mr. Speaker, Sir, this country has shied away from addressing or facing the issue of ethnicity--- view
  • 29 Mar 2007 in National Assembly: Mr. Speaker, Sir, you will have to forgive my use of wrong words. That is partly because I am very angry. Appointment of a judge is not a small matter. The Chief Justice himself accompanied these individuals to State House, fully clad in the necessary regalia. It takes a very powerful person to stop the swearing in ceremony. view
  • 29 Mar 2007 in National Assembly: Mr. Speaker, Sir, so that I may proceed, I would like to withdraw and apologise. view
