  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to give notice of the following April 25, 2007 PARLIAMENTARY DEBATES 923 Motion:- THAT, in view of the worrying trend of entrenchment of nepotism, favouritism and lack of a fair, transparent and balanced recruitment to all cadres of the Public Service; bearing in mind that legal remedies for ensuring this balance are limited, this House grants leave for introduction of a Bill entitled Equal Opportunities Bill, 2007 to provide for a fair, transparent and balanced recruitment devoid of nepotism, favouritism and unfair ethnic consideration to the public sector, and for matters incidental thereto and ... view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Immigration and Registration of Persons the following Question by Private Notice. (a) Is the Minister aware that over 3,000 people in Khwisero Constituency applied for national identity cards (IDs) since April, 2006 but the cards have not been issued to them? (b) When will the identity cards be issued to enable them obtain voters' cards in readiness for the forthcoming general election? view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I wish to thank the Assistant Minister for this reply because I am glad that some identity cards have since been released. Mr. Deputy Speaker, Sir, the information I have is that only 800 identity cards have been received at the division. I would like to know where the 2,000 of the balance have been taken to. view
  • 25 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, one point is coming out very clearly. Hon. Members have a lot of interest in this issue. I would like to request the Assistant Minister to clarify what measures he is taking to dispel the notion that certain areas are deliberately being denied issuance of identity cards in favour of other areas? What is being done to correct that impression which is prevalent everywhere? view
  • 24 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, Mr. Oparanya and I come from the same district. We have a health facility that has a capacity of up to 200 beds. The Assistant Minister has said that he plans to build another 36-bed ward, when we have a hospital with a 200-bed capacity. What would be the rationale of constructing a 32-bed ward, when we have a hospital with over 200-bed capacity? All that the facility needs is an X-ray equipment and a theatre and it will serve the entire province. view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Agriculture the following Question by Private Notice. Given that the planting season has already commenced, when will the National Accelerated Agricultural Input Access Programme (NAAIAP) be implemented to assist farmers? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, this is a very important programme, which is intended to identify the very vulnerable and the poorest of the poor, so that they can be assisted with inputs to grow enough food for themselves. The Minister says that it is at its initial stage. When does he, specifically, want to implement this programme, so that instead of spending the billions he spends on relief food supplies, our farmers can be assisted to access inputs such as fertiliser and seeds to grow sufficient food for themselves? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am grateful to the Minister because he intends to assist the very vulnerable in the society. How does he intend to go about identifying the beneficiaries of this programme? Could he assure this House that those from Khwisero will benefit? view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister of State for Administration and National Security the following Question by Private Notice. (a) Is the Minister aware that there is rampant insecurity in Khwisero as a result of the OCPD in Butere having taken away the police vehicle meant for Khwisero Division? (b) When will the vehicle be returned? 728 PARLIAMENTARY DEBATES April 18, 2007 view
  • 18 Apr 2007 in National Assembly: Mr. Deputy Speaker, Sir, I am disadvantaged because I have just received the answer right now. However, the information I have on the ground is that, for the last six to seven months, no police vehicle has been sighted anywhere near Khwisero. So, for the Assistant Minister to say that an alternative vehicle is being used, is not true. Mr. Deputy Speaker, Sir, secondly, at the time this vehicle was involved in an accident, it was within another area. Could he categorically state when the people of Khwisero will get the vehicle that was rightly supposed to be theirs? view
